MONTAGUE TOWNSHIP COMMITTEE MEETING,
January 9, 2001
Minutes
Mayor Butto called the session to order at 8:04 p.m. and opened the meeting, stating that the meeting was being held in compliance with the Open Meetings Act, P>L> 1975, c. 231, and has been duly advertised.
The Clerk was asked to call the roll.
Present were: Committeewoman Kaman Committeeman Zitone

Absent: None
All present were asked to join in the Pledge of Allegiance.
Approval of Minutes 12-28-00
Deputy Mayor Barbagallo made a motion to approve the minutes of
12-28-00.
Committeeman Zitone seconded the motion.
The motion passed on a voice vote:

Executive Session
Committeeman Barbagallo made a motion that the Committees adjourn to Executive Session.
Committeeman Krebs seconded the motion.
The motion was carried by a unanimous voice vote.
Committeeman Barbagallo made a motion to reopen the Regular Meeting.
Committeeman Krebs seconded the motion.
The motion was passed by a unanimous voice vote.

First Reading:
Ord. 2000-11 An Ordinance to Amend Article XIV Being The Conditional Use Section of the Montague Township Land Use Ordinance to Conditionally Permit and Regulate the Installation of Wireless Telecommunications Towers, Equipment and Facilities.
Committeeman Zitone made a motion to reintroduce Ord. 2000-011 for a first reading.
Committeeman Barbagallo seconded the motion.
The motion was passed by a roll call vote:

Zoning Officer/Code Enforcement/Soil Erosion Officer/Housing Inspector
Committeeman Barbagallo made a motion to table the appointment of the Zoning Officer/Code Enforcement Officer/Soil Erosion Officer/ Housing Inspector.
Committeeman Krebs seconded the motion.
The motion was carried by a roll call vote.

Old Business
Senior Citizen Advocate
Mayor Butto advised the Committee that he had a letter signed by Jerry DeMalderis, President of the Montague Senior Citizens, advising that the senior citizens were requesting the Senior Citizen Advocate position be given to Desmond Finegan.
Committeewoman Kaman made a motion to appoint Desmond Finegan as the Senior Citizen Advocate.
Committeeman Krebs seconded the motion.
The motion was passed by a roll call vote:

State of New Jersey 2001 Municipal Aid Program
Mayor Butto acknowledged correspondence from the State verifying Montague
=s receipt of $130,000.00 of Municipal Aid to resurface New Mashipacong Road. Mayor Butto asked for a motion to haveBid packages prepared to go out for bid.
Deputy Mayor Barbagallo made a motion to contact the engineer to have bid packages prepared.
Committeeman Krebs seconded the motion.
The motion was carried by a unanimous voice vote.
New Business
Town of Newton Ordinance-Underage Consumption of Alcoholic Beverages
Mayor Butto requested the Committee review this ordinance and discuss it at a later meeting. The Committee was in agreement.
Meeting Between Mayor Butto/ Deputy Mayor Barbagallo with the Owners of the Golf Course at High Point
Deputy Mayor Barbagallo advised the Committee that the owners of the golf course at High Point have requested a meeting with himself and Mayor Butto to discuss the problems the golf course is having with the High Point Country Club. Mayor Butto felt it was a good idea. Deputy Mayor Barbagallo said he would arrange a time and place for the meeting.
Montague Water & Sewer Co. (Utilities, Inc.)
Deputy Mayor Barbagallo advised the Committee that the utility company has made no effort to expand or improve the water and sewer system. This is a real problem. The people who own property cannot build on it because they need to be able to hook up to the water and sewer as no private wells or septic are allowed in some areas and the utility company will not expand so that this is possible. The Committee agreed that this problem has to be looked into and some kind of a solution found.

Deputy Mayor Barbagallo made a motion to approve the above-mentioned permits.
Committeeman Zitone seconded the motion.
The motion was passed by a unanimous voice vote.
Approval of Vouchers - Payment of Bills:
Committeeman Zitone made a motion to approve the payment of the bills.
Deputy Mayor Barbagallo seconded the motion.
The motion was passed by a unanimous voice vote.

Public Participation
Deputy Mayor Barbagallo made a motion to open the floor to public
participation.
Committeeman Krebs seconded the motion.
The motion was carried by a unanimous voice vote.
Desmond Finegan
Mr. Finegan thanked the Committee for his appointment as
Senior Citizen Advocate. He also suggested that he and
Mayor Butto sit down and discuss the responsibilities of this position.
Mayor Butto thanked Mr. Finegan and asked if anyone else wished to speak. There was no one.
Deputy Mayor Barbagallo made a motion to close public participation.
Committeeman Krebs seconded the motion.
The motion was carried by a unanimous voice vote.
