MONTAGUE TOWNSHIP COMMITTEE MEETING
October 9,2001
Minutes
Mayor Butto called the session to order at 8:00 p.m. and opened the meeting, stating that the meeting was being held in compliance with the Open Meetings Act, P>L> 1975, c. 231, and has been duly advertised.
The Clerk was asked to call the roll.
Present were: Committeewoman Kaman, Committeeman Zitone,
Committeeman Barbagallo, Committeeman Krebs, Mayor Butto
Clerk Felter, Attorney Edelstein
Absent: None
All present were asked to join in the Pledge of Allegiance.
Approval of Minutes: Special Meeting August 28, 2001 &
Regular Meeting September 11, 2001
Committeeman Zitone made a motion to approve the minutes of
August 28, 2001 and September 11, 2001.
Committeeman Krebs seconded the motion.
The motion was carried by a unanimous roll call vote:

=Krepky-Township EngineerMr. O
=Krepky reported to the Committee regarding the feasibility of constructing a connecting road between Grand View Terrace and Mountain Road. Mr. O=Krepky felt the idea of a connecting road between River Road and Clove Road is a good way to relieve some of the traffic from Clove Road as he feels the volume of traffic on Clove Road will grow in the future. Mr. O=Krepky also felt that if the Town wished to contact Sen. Littell, perhaps he could arrange for the funding of such a road.

Deputy Mayor Barbagallo made a motion to open the public hearing.
Committeeman Krebs seconded the motion.

Application for a Blue Light Permit - Richard Bostwick
Deputy Mayor Barbagallo made a motion to approve the application of Richard Bostwick for a blue light permit.

Old Business
Montague Township Housing Element and Fair Share Plan
Committeewoman Kaman made a motion to adopt the Montague Township Housing Element and Fair Share Plan.
Committeeman Zitone seconded the motion.

New Business
911 Emergency Management Problem
Committeewoman Kaman gave the Committee a memo regarding problems with the 911 Emergency system that had occurred on Monday October 8, 200l in connection with a motor vehicle accident which had taken place at the intersection of Clove Road and New Road.
Calls to report the accident were dispatched to Sparta, N.J. and Orange County, N.Y. It appeared that the local emergency services in Montague were not contacted. Committeewoman Kaman spoke to the County Emergency Management Coordinator and he promised to get back to her with a report of the incident.
Architectural Services/Municipal Building
After a lengthy discussion regarding the cost of having an architectural service do the necessary drawings and planning for the completion of the lower level of the Municipal Building, the Committee decided to turn this project over to
Deputy Mayor Barbagallo and Committeeman Zitone for planning and
completion.
Pamela Jerger, CFO-Bill From Fire Company
Mrs. Jerger asked the Committee
=s thoughts concerning a bill submitted by the Fire Company for payment in connection with repairs done to the brakes on the Fire Truck. The Committee discussed this matter and decided to table any decision until Deputy Mayor Barbagallo has time to check into it and bring his findings back to the Committee.Wastewater Management
After careful consideration of the problems with the septic field in the High Point Country Club, it was decided by the Committee that a letter should be sent to Utilities, Inc. asking them what their future plans are concerning the correction of this problem.
Approval of Vouchers:
Committeeman Zitone made a motion to approve payment of the bills with the exclusion of the bill for repair of the fire truck.
Deputy Mayor Barbagallo seconded the motion.

Correspondence:
State of New Jersey: In Lieu of Tax Payment
The Committee noted receipt of a letter from the State of
New Jersey, Department of Environmental Protection stating that the Township of Montague will receive for the fiscal year 2002
a payment of $162,434.33 in-lieu-of tax.
Public Participation
Deputy Mayor Barbagallo made a motion to open public participation.
Committeeman Krebs seconded the motion.
The motion was passed by a unanimous voice vote.
Henry Zeeuw
Mr. Zeeuw asked the Committee if, as the person that made the request, he has a right to know the results of the research on the State statute addressing fences etc. that he brought before them. Stephen Edelstein, attorney for the Township, answered that he did not. Mr. Zeeuw also asked if the Township Committee is bound by the recommendations of the Land Use Board. The answer was that the Township Committee has the final say on all ordinances.
Reginald Cole
Mr. Cole stated that as he recalls when Utilities, Inc. purchased the Water & Sewer Company at the High Point Country Club, the Court requested information on what was planned as far as improvement to the system. Mr. Cole also said he felt that information should be on file with the Town. Attorney Edelstein said that he had information regarding the purchase of the Water & Sewer Company by Utilities, Inc. and he would check into it to see what was required by the Court at that time.
Mayor Butto asked if there was anyone else who wished to speak.
There was no one.
Deputy Mayor Barbagallo made a motion to close public participation.
Committeeman Krebs seconded the motion.
The motion was carried by a unanimous voice vote.
