MONTAGUE TOWNSHIP COMMITTEE MEETING

November 13, 2001

Minutes

Deputy Mayor Barbagallo called the session to order at 7:40 p.m. and opened the meeting, stating that the meeting was being held in compliance with the Open Meetings Act, P>L> 1975, c. 231, and has been duly advertised.

The Clerk was asked to call the roll.

Present were: Committeeman Zitone, Committeeman Barbagallo, Committeeman Krebs, Clerk Felter, Atty.

Absent: Mayor Butto, Committeewoman Kaman

Committeeman Krebs made a motion that the Committee go into Executive Session for the matters of personnel and litigation.

Committeeman Zitone seconded the motion.

The motion was carried by a unanimous voice vote.

Committeeman Krebs made a motion to close the Executive Session at 7:55 p.m.

Committeeman Zitone seconded the motion.

The motion was carried by a unanimous voice vote.

Committeeman Zitone made a motion to re-open the Regular Session of the meeting at 8:05 p.m.

Committeeman Krebs seconded the motion.

The motion was carried by a unanimous voice vote.

All present were asked to join in the Pledge of Allegiance.

Committeeman Krebs made a motion to approve the above mentioned minutes.

Committeeman Zitone seconded the motion.

The motion was carried by a unanimous voice vote.

First Reading:

Ord. 2001-21 An Ordinance to Amend Chapter 76 of the Code of the

Committeeman Krebs made a motion to table discussion on the above noted Ordinance.

Committeeman Zitone seconded the motion.

The motion was carried by a unanimous voice vote.

Committeeman Zitone made a motion to approve the above mentioned resolutions.

Committeeman Krebs seconded the motion.

The motion was carried by a unanimous voice vote.

Eric K. Snyder-NORWESCAP program

Request for State Aid for Proposed Connector Road

The Committee acknowledged receipt of the above mentioned correspondence.

Fred Drake, Sr.

Committeeman Krebs made a motion to approve the application for membership of Fred Drake, Sr. to the Montague Fire Department.

Committeeman Zitone seconded the motion.

The motion was carried by a unanimous voice vote.

Montague Township Volunteer Fire Department

The Committee acknowledged receipt of the above mentioned report.

Kristine Roll-Project Butterfly Release

Committeeman Zitone made a motion to give permission to Ms. Roll to use an area of the Municipal Building property for her gold scouting award project of a butterfly release program.

Committeeman Krebs seconded the motion.

The motion was carried by a unanimous voice vote.

Tri-state Chamber of Commerce-10K Race

Committeeman Zitone made a motion to allow the Tri-state Chamber of Commerce to use the Township of Montague as part of their annual 10K race.

Committeeman Krebs seconded the motion.

The motion was carried by a unanimous voice vote.

Kevin & Jean Maher-Variance Fees

Mr. & Mrs. Maher asked the Committee to waive the usual fees for permits to add onto their house as they have been trying to purchase a piece of adjoining property owned by the Township but have been unable to do so because of a problem with clearing the title. The Committee advised them that they would have to go to the Land Use Board as this request would come under their jurisdiction.

Committeeman Zitone made a motion to pay all the bills.

Committeeman Krebs seconded the motion.

The motion was carried by a unanimous voice vote.

Committeeman Krebs made a motion to open the meeting to public participation.

Committeeman Zitone seconded the motion.

The motion was carried by a unanimous voice vote.

Dominic Ioli

Mr. Ioli asked if our Lawyers had read the package of information that was sent to them regarding New Myrtle Road.

Committeeman Zitone replied he had read the information on the

New Myrtle Drive/Ridge Road up-grade.

Reginald Cole

Mr. Cole stated that he knew there was nothing the Township could do, but he felt they should be made aware that the public is no longer allowed to speak at the school board meetings.

Ron Bogle

Mr. Bogle said he had two (2) problems he wished to make the Committee aware of:

1. His neighbor has had garbage outside for five (5) weeks and has 3 unlicensed cars on his property.

2. On a second piece of property, the neighbor cut a hole in his deck and ran a chimney for a wood stove up right in front of a picture window. This problem has since been corrected but the damage that was done has not. Mr. Vogel went to our Building Inspector for help and was told there was nothing he could do. Mr. Vogel asked the Committee to help him in this matter.

Committeeman Barbagallo said he would look into it.

Tom Smith - Grandview Terrace

Mr. Smith had some questions about the connecting road between Grandview Terrace and Mountaintop Road. Mayor Butto explained to Mr. Smith that it was decided not to go ahead with this project.

Deputy Mayor Barbagallo asked if there was anyone else who wished to speak.

There was not.

Committeeman Krebs made a motion to close public participation.

Committeeman Zitone seconded the motion.

The motion was carried by a unanimous voice vote.

Personnel

Deputy Mayor Barbagallo made a motion to hire Michelle LaStarza as CFO to replace Pamela Jerger when Mrs. Jerger retires.

Committeeman Zitone seconded the motion.

The motion was carried by a unanimous roll call vote:

Nays: None

Committeeman Krebs made a motion to adjourn the meeting.

The meeting closed at 9:20p.m.
