MONTAGUE TOWNSHIP COMMITTEE MEETING

December 11, 2001

Minutes

 

Mayor Butto called the session to order at 8:00 p.m. and opened the meeting, stating that the meeting was being held in compliance with the Open Meetings Act, P>L> 1975, c. 231, and has been duly advertised.

The Clerk was asked to call the roll.

Present were: Committeewoman Kaman, Committeeman Zitone,

Committeeman Barbagallo, Committeeman Krebs, Mayor Butto

Clerk Felter, Denis Murphy,Atty.

Absent:

All present were asked to join in the Pledge of Allegiance.

Approval of Minutes: Executive Session 11-13-01

Ordinances:

Resolutions

R2001-89 Refund of Duplicate Tax Payment - Block 1, Lot 118

R2001-90 Refund of Premium to Richard & Barbara Angerer

Certificate #26-99, Block 7, Lot 78

R2001-91 Refund of Premium to National Tax Assistance

Certificate #31-01, Block 7, Lot 78

R2001-92 Transfers 2001 Budget

R2001-93 Cancellation of Accelerated Tax Lien Sale

R2001-94 Transfer of Liquor License #1914-33-004-002 from

Arthur T. Engel Enterprises Inc. to TIMCA, L.L.C.

R2001-95 Opposing the Increase in Fees on the Bridges

Committeeman Zitone made a motion to approve all of the above mentioned resolutions.

Committeeman Barbagallo seconded the motion.

The motion was approved by a unanimous roll call vote:

Ayes: Committeewoman Kaman, Committeeman Zitone,

Deputy Mayor Barbagallo, Committeeman Krebs, Mayor Butto

Nays: None

Old Business

HPCC Trustees and Fayth Ruffin, Esq.

Mrs. Evelyn Mills and Mrs. Linda Hines, Trustees of the

High Point Country Club, Administrator Stanley Richter and

Fayth Ruffin, Esq. Attorney for the Country Club came to the Committee with a request for help concerning some problems in the AClub.@ After a lengthy discussion, the Committee promised to look into what can be done and then schedule another meeting to formulate a plan of action.

New Business

Matthew Kansky, Fire Sub-Code Official, Fire Marshall, Fire Prevention Officer

Mr. Kansky submitted his resignation from the above mentioned positions. The Committee accepted his resignation with regret.

Christmas Tree Lighting

Mayor Butto thanked the Recreation Committee, Fire Department and the DPW for all their help with the Christmas Tree Lighting and the party afterward at the Fire House. Everyone had a great time.

Approval of Vouchers - Payment of Bills:

Committeeman Zitone made a motion to approve payment of the bills.

Committeeman Krebs seconded the motion.

The motion was carried by a unanimous roll call vote:

Ayes: Committeewoman Kaman, Committeeman Zitone,

Deputy Mayor Barbagallo, Committeeman Krebs, Mayor Butto

Correspondence:

County of Sussex-Division of Health-Hepatitis B Vaccination Agreement for 2002

Committeewoman Kaman made a motion to approve the Hepatitis B vaccinations for all necessary personnel.

Committeeman Zitone seconded the motion.

The motion was carried by a unanimous roll call vote:

Ayes: Committeewoman Kaman, Committeeman Zitone

Deputy Mayor Barbagallo, Committeeman Krebs, Mayor Butto

Nays: None

Land Use Board-Acquisition of Adjoining Property to Montague Township Municipal Building

Committeewoman Kaman made a motion to approve the study of the adjoining property to the Montague Township Municipal Building requested for the purpose of possibly acquiring it.

Committeeman Zitone seconded the motion.

The motion was passed by a roll call vote:

Ayes: Committeewoman Kaman, Committeeman Zitone, Mayor Butto

Nays: Deputy Mayor Barbagallo, Committeeman Krebs

Public Participation

Deputy Barbagallo made a motion to open the meeting to public

participation.

The motion was seconded by Committeeman Krebs.

The motion was carried by a unanimous voice vote.

Desmond Finegan

Mr. Finegan advised the Committee that at the time when he was a Committeeman he approached the Delaware River Toll Bridge Commission about them about paying something in lieu of taxes as they do not pay anything to Montague and was refused.

Henry Zeeuw

Mr. Zeeuw wanted to know if the Clean Communities Program was in danger of being phased out. Mayor Butto told Mr. Zeeuw that the Township has already passed a resolution opposing the discontinuance of the Clean Communities Program.

Mr. Zeeuw also asked if the bill for the break repair on the fire truck had been paid. He was told that it was.

He also suggested that, regarding the completion of the library, perhaps we should ask the insurance inspector from our insurance company to look at it and perhaps they could make suggestions

on how it should be finished.

Mr. Zeeuw felt that the purchase of the land next door would be a good thing for the Township.

Mayor Butto asked if there was anyone else who would like to speak. There was no one.

Deputy Mayor make a motion to close the public participation.

Committeeman Krebs seconded the motion.

The motion was carried by a unanimous voice vote.
