MONTAGUE TOWNSHIP COMMITTEE MEETING
April 24, 2001
Minutes
Mayor Butto called the session to order at 8:10 p.m. and opened the meeting, stating that the meeting was being held in compliance with the Open Meetings Act, P>L> 1975, c. 231, and has been duly advertised.
The Clerk was asked to call the roll.
Present were: Committeewoman Kaman, Committeeman Zitone,
Committeeman Krebs, Mayor Butto
Atty. Murphy, Clerk Felter
Absent: Deputy Mayor Barbagallo
All present were asked to join in the Pledge of Allegiance.
Approval of Minutes: March 27, 2001
Committeeman Zitone made a motion to approve the minutes of the
meeting of April 24, 200l.
Committeewoman Kaman seconded the motion.
The motion was carried by a unanimous voice vote.
Awarding of Bid For New Mashipacong Road
Committeeman Zitone made a motion to award the bid to lowest bidder, Tilcon New York, Inc. for $119,373.00.
Committeewoman Kaman seconded the motion.
The motion was passed by a roll call vote:

Budget:
Final Adoption
The Township Accountant, Earl Snook and the Township CFO
Pamela Jerger were in attendance to answer any questions regarding the budget.
Committeeman Zitone made a motion to open the Public Hearing for public comment.
Committeeman Krebs seconded it.
The motion was carried by a unanimous voice vote.
There was no comment.
Committeeman Zitone addressed the public and advised them that the tax rate was stable which means no increase in taxes.
Committeeman Zitone made a motion to close the Public Hearing.
Committeeman Krebs seconded the motion.
The motion was carried by a unanimous voice vote.
Committeeman Zitone made a motion to adopt R01-045 Amendment to the 2001 Budget.
Committeeman Krebs seconded the motion.
The motion was carried by a roll call vote:

R2001-037 Appointment of the Township Tax Assessor
Committeeman Krebs made a motion to adopt R2001-037 with the insertion of the amount of the salary.

Committeeman Zitone made a motion to adopt R2001-046.

R2001-047A A Resolution Supporting Improvements to State Highway #15
A motion was made by Committeewoman Kaman to support R2001-047A.
Committeeman Zitone seconded the motion.
The motion was carried by a unanimous voice vote.
Old Business:
Funding For DPW Dump Truck and Pick-up Truck
Committeeman Zitone made a request to table discussion on the purchase of a DPW Dump Truck and Pick-up Truck.
New Business
Recognition of the 100th Anniversary of the Caldwell, New Jersey
Fire Department
Committeeman Krebs requested that a proclamation be done by the Township and presented to the Caldwell Fire Department. The Committee unanimously agreed.
Grant Company
Committeeman Krebs advised the Committee that he felt they should look into hiring an additional grant writing company to look for more grants for Montague. He went on to say that there are grant companies that will write the grant for a percentage if a grant is obtained. Committeeman Zitone felt that Mr. Snyder is looking into grants that we are eligible for. Committeewoman Kaman felt there may be areas that Mr. Snyder has not looked into, such as grants for historic areas. Mayor Butto felt that we should check with Mr. Snyder to find out what he is looking at.
Committeeman Zitone said a part of the problem is that Montague does not have a Town Center designation and, therefore, we do not qualify for many grants.
Ballots For Community Corp. of High Point Board of Trustee Election
It was the decision of the Committee to vote their ballots for
Clare Tiberti.
Committeeman Zitone made a motion that the Township support
Clare Tiberti.
Committeewoman Kaman seconded the motion.
The motion was carried by a roll call vote:

Approval of Vouchers - Payment of Bills:
Committeeman Zitone made a motion to pay the bills.
Committeeman Krebs seconded the motion.

Public Participation
Committeeman Krebs made a motion to open the meeting to the public.
Committeewoman Kaman seconded the motion.
The motion was carried by a unanimous voice vote.
Desmond Finegan
Mr. Finegan advised the Committee that he has not heard from our grant person Mr. Snyder in regard to information regarding a grant for a Community Center. Mr. Finegan wanted to know how the Township of Sandyston is funding a Community Center and a new Municipal Building. Mayor Butto advised Mr. Finegan that the Township of Sandyston has been dedicating money in a special account to build these buildings over a period of years.
Richard Clauberg
Mr. Clauberg addressed the Committee with several suggestions for improving driving conditions on Clove Road.
Mayor Butto asked if there were any other members of the public
who wished to speak. There were none.
Committeeman Zitone made a motion to close public participation.
Committeewoman Kaman seconded the motion.
The motion was carried by a unanimous voice vote.
