MONTAGUE TOWNSHIP COMMITTEE MEETING

June 12, 2001

Minutes

 

Mayor Butto called the session to order at 7:00 p.m. and opened the meeting, stating that the meeting was being held in compliance with the Open Meetings Act, P>L> 1975, c. 231, and has been duly advertised.

The Clerk was asked to call the roll.

Present were: Committeewoman Kaman, Committeeman Zitone,

Deputy Mayor Barbagallo, Committeeman Krebs

Mayor Butto,

Atty. Murphy, Clerk Felter

Absent: None

All present were asked to join in the Pledge of Allegiance.

Approval of Minutes: May 8, 2001

Deputy Mayor Barbagallo made a motion to approve the minutes of May 8, 2001.

Committeeman Krebs seconded the motion.

The motion was carried by a unanimous roll call vote:

Ayes: Committeewoman Kaman, Committeeman Zitone,

Deputy Mayor Barbagallo, Committeeman Krebs, Mayor Butto

Nays: None

Ordinances:

Ord. 2001-16 Salary Ordinance

Second Reading:

Committeewoman Kaman made a motion to adopt Ord. 2001-16.

Committeeman Krebs seconded the motion.

Public Hearing:

Reginald Cole

Mr. Cole stated that he did not feel that a 2 per cent raise was enough. He said the employees in the Municipal Building do an excellent job and try to do their best to help any resident that has a problem.

Mayor Butto thanked Mr. Cole for his comments and asked if there was any one else that wished to speak? There was not.

The motion was passed by a roll call vote:

Ayes: Committeewoman Kaman, Committeeman Krebs, Mayor Butto

Nays: Committeeman Zitone

Abstain: Deputy Mayor Barbagallo

Resolutions

R2001-50 Outside Lien Redemptions

R2001-51 Direct Tax Relief

R2001-52 Salaries-Setting Hourly Wages

A motion was made by Committeeman Zitone to adopt all of the above mentioned resolutions.

The motion was seconded by Deputy Mayor Barbagallo.

The motion was passed by a unanimous voice vote:

Ayes: Committeewoman Kaman, Committeeman Zitone,

Deputy Mayor Barbagallo, Committeeman Krebs, Mayor Butto

Nays: None

Old Business

David Berhman - Foreman DPW - Fuel Pumps

After a lengthy discussion, it was the recommendation of the Committee that the DPW Foreman have the fuel usage checked every morning and night to monitor how the fuel is being dispensed. If this is done every day, it was their opinion that new fuel pumps are not necessary.

David Coss - 911

Deputy Mayor Barbagallo suggested to the Committee that any discussion regarding a salary for the 911 Co-ordinator be tabled until he had an opportunity to speak with Davis Coss concerning this matter. The Committee agreed to table any discussion.

New Business

Fire Prevention Bureau Monitoring - Matthew J. Kansky,

Fire Official

The Committee discussed the changes in fees that was suggested by our Fire Marshall Matthew Kansky. Committeewoman Kaman and Committeeman Krebs are to research fees charged by other Municipalities and bring their findings back to the Committee at the next regularly scheduled meeting.

State Aid - Rubin Hill Road

Committeeman Zitone made a motion to proceed with the application to re-pave Rubin Hill Road under a State Aid grant.

Deputy Mayor Barbagallo seconded the motion.

The motion was carried by a unanimous roll call vote:

Ayes: Committeewoman Kaman, Committeeman Zitone,

Deputy Mayor Barbagallo, Committeeman Krebs, Mayor Butto

Nays: None

Munford Mower

Committeeman Zitone advised the Committee that he received a call from David Berhman, Foreman of the DPW telling him that the

munford mower had been in an accident and that it would cost over $7,000.00 to fix it. The board requested Committeeman Zitone to look into the matter and bring his findings to the next meeting.

Committeeman Zitone agreed.

Recycling Center

Mayor Butto suggested to the Committee that, because of the on going problem of people dumping garbage, the dumpsters be placed behind the locked fence, a surveillance camera be mounted in the area, signs posted, and have someone there during the hours the recycling center is open. The Committee agreed that they would try these suggestions to see if the problems are eliminated. If not, another course of action will be pursued.

Approval of Vouchers - Payment of Bills:

Committeeman Krebs made a motion to approve the vouchers.

Committeewoman Kaman seconded the motion.

The motion was carried by a unanimous roll call vote:

Ayes: Committeewoman Kaman, Committeeman Zitone,

Deputy Mayor Barbagallo, Committeeman Krebs, Mayor Butto

Public Participation

Deputy Mayor Barbagallo made a motion to open the meeting to

public participation.

Committeeman Krebs seconded the motion.

The motion was carried by a unanimous roll call vote:

Ayes: Committeewoman Kaman, Committeeman Zitone,

Deputy Mayor Barbagallo, Committeeman Krebs, Mayor Butto

Nays: None

 

Dorothy Ames

Ms. Ames asked if a committee could be formed to investigate

the possibility of trash pick-up by the Township. The Committee requested that Ms. Ames work with Committeeman Krebs and check with other Townships that have trash removal to see how they do it. Ms. Ames agreed to do this.

Reginald Cole

Inquired of the Committee if there is an ordinance which gives a time frame for buildings that have been burned down to be cleaned up. The Committee referred Mr. Cole to our Zoning Officer

Frank Welsh.

Richard Clauberg

Mr. Clauberg asked if the Township was going to sweep the roads in High Point Country Club as there is a lot of stone and gravel left on the roads. Committeeman Zitone advised Mr. Clauberg that the Township is required, by the Kelly Act, to plow the roads but the maintenance of the roads is up to the Community.

Mr. Clauberg also asked about an ordinance regulating the parking of tractor trailers in the Township. Mayor Butto referred

Mr. Clauberg to the Zoning Officer Frank Walsh.

Mayor Butto asked if there was anyone else who wished to speak. There was no one.

Committeeman Zitone made a motion to close public participation.

Committeeman Krebs seconded the motion.

The motion was carried by a unanimous voice vote.

Executive Session:

Committeeman Zitone made a motion to go into Executive Session.

Committeeman Krebs seconded the motion.

The motion was carried by a roll call vote:

Ayes: Committeewoman Kaman. Committeeman Zitone,

Deputy Mayor Barbagallo, Committeeman Krebs, Mayor Butto

Nays: None

Deputy Mayor Barbagallo made a motion to close the Executive Session and re-open the Regular Meeting.

Committeeman Krebs seconded the motion.

The motion was carried by a unanimous voice vote.

Small Cities Mortgage

Deputy Mayor Barbagallo made a motion to allow Mrs. Henn/Space to subjugate her small cities mortgage.

Committeeman Zitone seconded the motion.

The motion was carried by a unanimous voice vote:

Ayes: Committeewoman Kaman, Committeeman Zitone,

Deputy Mayor Barbagallo, Committeeman Krebs, Mayor Butto

Nays: None

Adjourn:

Deputy Mayor Barbagallo made a motion to close the meeting.

Committeeman Krebs seconded the motion.

The motion was carried by a unanimous voice vote.
