MONTAGUE TOWNSHIP COMMITTEE MEETING

July 10, 2001

Minutes

 

Mayor Butto called the session to order at 7:05 and opened the meeting, stating that the meeting was being held in compliance with the Open Meetings Act, P>L> 1975, c. 231, and has been duly advertised.

The Clerk was asked to call the roll.

Present were: Committeewoman Kaman, Committeeman Zitone,

Deputy Mayor Barbagallo, Committeeman Krebs

Mayor Butto,

Atty. Murphy, Clerk Felter

Absent: None

All present were asked to join in the Pledge of Allegiance.

Executive Session:

Deputy Mayor Barbagallo made a motion to go into Executive Session.

Committeeman Krebs seconded the motion.

The motion was carried by a unanimous voice vote.

Deputy Mayor Barbagallo made a motion at 8:12 p.m. to re-open

the Regular Session of the meeting.

Committeeman Krebs seconded the motion.

The motion was carried by a unanimous voice vote.

Approval of Minutes: 5-22-01

Deputy Mayor Barbagallo made a motion to approve the minutes of

5-22-01.

Committeeman Krebs seconded the motion.

The motion was carried by a unanimous voice vote.

Ordinances:

Ord. 2001-19 Land Use Board Fee Schedule Revision

Deputy Mayor Barbagallo made a motion to approve the above mentioned ordinance.

Committeewoman Kaman seconded the motion.

The motion was passed by a unanimous roll call vote:

Resolutions

R2001-053 Refund of Overpaid Lien Redemption-Block 4, Lot 10.01

R2001-055 Refund of Erroneous Payment-Block 1, Lot 28.03,

Block 4, Lot 27.04

Deputy Mayor Barbagallo made a motion to approve the above named resolutions.

Committeewoman Kaman seconded the motion.

The motion was carried by a unanimous voice vote:

Old Business

Recycling

Committeeman Zitone reported to the Committee that the approved changes had been made concerning recycling and the last week-end it went very well. There was no garbage piled up before recycling hours. Committeeman Zitone went on to say the only problem was someone from the DPW to work from 9:00a.m. until 1:00p.m. They didn=t feel that the reimbursement of $25.00 was sufficient. Committeeman Zitone said he agreed that this amount was insufficient and therefore authorized payment of their regular hourly wage. The Committee agreed.

 

New Business

Matt Kansky-Fire Inspection Fees

It was the decision of the Committee to table the above mentioned request until other fee tables can be obtained for comparison.

Mayor Butto will speak with Mr. Kansky.

Fire Dept. Grant

Committeeman Krebs advised the Committee that the grants for the Fire Departments will be awarded by September 30, 2001.

Fire Hydrants in High Point Community Club

Committeeman Krebs informed the Committee that Fire Chief

David Coss and a representative from the water company had inspected all the fire hydrants in High Point Community Club and found all but one to be in working order. The Committee felt that a written certification stating that the hydrants are working should be given by the water company.

911 Coordinator Increase

Committeewoman Kaman gave a report to the Committee regarding the duties of the 911 Coordinator. It was her opinion that the offices of Emergency Management and 911 Coordinator should be merged and a salary increase of $200.00 should be granted amounting to a combined salary of $1000.00.

Committeewoman Kaman made a motion to have the assessor assign the house numbers and to merge the rest of the 911 coordinator=s duties and the Emergency Management position and to pay salary of $1,000.00 total for both positions if this is agreeable to the present Emergency Management coordinator.

Deputy Mayor Barbagallo seconded the motion.

The motion was approved by a unanimous roll call vote:

New Business

Pam Jerger - Bill from School Board for Janitor services

Committeeman Zitone made a motion that a letter be written to the School Board reminding them that the Township plows and salts the school grounds, at no cost to the school, and therefore the janitorial fee should be waived.

Deputy Mayor Barbagallo seconded the motion.

The motion passed by a unanimous roll call vote.

Eric Snyder - Smart Grant Application

Committeeman Zitone made a motion to pay the $750.00 fee for the Smart Grant with the understanding that there is no matching requirement.

Committeewoman Kaman seconded the motion.

The motion was carried by a unanimous voice vote.

Pam Jerger - Check 1100 from Joe Wilcox

Committeeman Joseph Zitone made a motion to sell Mr. Wilcox the property located at Block 18.51, Lot 7 for the purchase price of $1,105.00.

Deputy Mayor Barbagallo seconded the motion.

The motion was carried by a unanimous roll call vote:

Ayes: Committeewoman Kaman, Committeeman Zitone,

Deputy Mayor Barbagallo, Committeeman Krebs, Mayor Butto

Nays: None

The Committee also requested Mrs. Jerger, Tax Collector/CFO to research Lots 48 & 49 to see if they also may be sold to

Mr. Wilcox as per his request.

Memo-Committeewoman Kaman

Committeewoman Kaman addressed a memo to the Committee regarding a newspaper article concerning funds that were awarded to

other communities but nothing was awarded to Montague or to Sandyston. Ms. Kaman questioned what we had to do to qualify.

The Committee agreed and will look into this.

Approval of Vouchers - Payment of Bills:

Committeeman Zitone made a motion to pay the bills with the following exceptions:

Pay Waste Management minus the surcharge. Omit payment to

Robert Campbell of $2500.00 - Committeeman Zitone will check into the charges. Omit the charge of $850.00 to Eric Snyder.

Committeeman Krebs seconded the motion.

The motion was carried by a unanimous roll call vote:

Public Participation

Committeewoman Kaman made a motion to open the meeting to public participation.

Deputy Mayor Barbagallo seconded the motion.

The motion was carried by a unanimous voice vote.

Desmond Finegan:

Mr. Finegan advised the Committee that Mr. Reginald Cole, member of the County Republican Committee, was meeting with

Senator Littell and he planned on asking the Senator what the procedure is to apply for funding.

Mr. Finegan also thanked Committeeman Krebs for providing him with Federal Grant information.

Mr. Finegan also asked what is happening with the library in the lower part of the Municipal Building. He was told that there is a woman, who is a reference librarian, going through the books and cataloging them and she has ordered the supplies that are necessary to get the library up and running.

Mr. Finegan inquired about the Community Center and what was going on with that. Committeeman Zitone explained that in order to be eligible for grant money we have to have a town center designation. We have applied to the State for one but so far it has not been granted. Committeeman Zitone went on to say that we must take first things first but we are still going to try to build a Community Center.

Henry Zeeuw

Mr. Zeeuw gave the Committee a letter concerning a fence that

was built by a neighbor. Mrs. Zeeuw also spoke to the committee regarding this fence which she referred to as a wall.

Mayor Butto asked if anyone else would like to speak. There was no one.

Deputy Mayor Barbagallo made a motion to close public participation.

Committeewoman Kaman seconded the motion.

The motion was carried by a unanimous voice vote.
