MONTAGUE TOWNSHIP COMMITTEE MEETING

September 11, 2001

Minutes

 

Mayor Butto called the session to order at 8:00 p.m. and opened the meeting, stating that the meeting was being held in compliance with the Open Meetings Act, P>L> 1975, c. 231, and has been duly advertised.

The Clerk was asked to call the roll.

Present were: Committeewoman Kaman, Committeeman Zitone,

Committeeman Barbagallo, Committeeman Krebs, Mayor Butto

Helen F. Felter, Clerk, Denis Murphy, Esq.

Absent: None

All present were asked to join in the Pledge of Allegiance.

Approval of Minutes: July 10, 2001

Committeeman Zitone made a motion to approve the minutes of

July 10, 2001.

Deputy Mayor Barbagallo seconded the motion.

The motion was approved by a roll call vote:

First Reading:

Ord. 2001-20 Appropriating Funds Currently Located Within General Capital-Capital Improvement Fund For Improvements To The Municipal Building Parking Lot

Committeeman Zitone made a motion to approve Ord. 2001-20.

Deputy Mayor Barbagallo seconded the motion.

The motion was carried by a unanimous roll call vote:

Deputy Mayor Barbagallo made a motion to approve the above mentioned Resolutions.

Committeewoman Kaman seconded the motion with the correction of the date of the year of the audit mentioned in R2001-69.

Old Business

Jack O=Krepky, PE - Status of New Myrtle Drive & Myrtle Drive

Committeeman Zitone made a motion to table any action on the above mentioned matter.

Deputy Mayor Barbagallo seconded the motion.

The motion was carried by a unanimous roll call vote:

County of Sussex - CR653 Clove Road

After a lengthy discussion concerning truck traffic on Clove Road and if it can be restricted, the Committee authorized

Stephen Edelstein, attorney for the Township, to look into the matter.

New Business

Dog Tags 2002 - Computer Program

Committeeman Zitone made a motion to table discussion on the above mentioned matter.

Committeewoman Kaman seconded the motion.

The motion was carried by a unanimous voice vote.

Michael Massenzio - Block 18, Lot 88

Mr. Massenzio sent a letter to the Committee requesting that he be allowed to purchase Block 18, Lot 88 from the Township. After a lengthy discussion, the Committee decided to inform

Mr. Massenzio that this piece of property will not be sold privately but will be included in the next foreclosure sale in approximately six to eight weeks.

Mountain Top Road

Committeeman Zitone approached the Committee about doing a feasibility study for connecting Mountain Top Road to Grandview Terrace which would create a cross road between River Road and

Clove Road. After discussing the matter, the Committee agreed to have a feasibility study done not to exceed $5,000.00. Depending on what the study shows, the road could perhaps be constructed by obtaining a State road grant.

Committeeman Zitone made a motion to have the Township Engineer do a feasibility study on connecting Mountain Top Road and

Grandview Terrace. The cost of the study not to exceed $5,000.00.

Committeewoman Kaman seconded the motion.

The motion was carried by a roll call vote:

Approval of Vouchers - Payment of Bills:

Committeeman Zitone made a motion to pay the bills.

Committeewoman Kaman seconded the motion.

The motion was carried by a unanimous roll call vote:

Deputy Mayor Barbagallo, Committeeman Krebs, Mayor Butto

Correspondence:

County of Sussex - CR 653 Clove Road

The Committee acknowledged receipt of the letter from the Sussex County Coalition for Healthy and Safe Families and agreed to put a red ribbon on the Township sign representing the efforts of the coalition to raise the awareness of the Community to the solutions related to abuse of alcohol, tobacco and other drugs.

Public Participation

Deputy Mayor Barbagallo made a motion to open the meeting to

public participation.

Committeeman Zitone seconded the motion.

The motion was carried by a unanimous voice vote.

Henry Zeeuw

Mr. Zeeuw asked if the flags were authorized to be flown at half mast. Mayor Butto answered that it was an official request from Washington.

Mr. Zeeuw also thanked the Committee for their attention to his problem with Mr. Conti=s fence.

Jim Guimes

Mr. Guimes explained to the Committee that there was a neighborhood watch in the High Point Country Club and also what they are trying to accomplish. The Committee felt that this was a very good thing and told Mr. Guimes that if there was anything they could do to help his group to please let them know.

Evelyn Mills

Mrs. Mills said she was 100% behind the neighborhood watch and would also like the board to consider putting a curfew for the children of Montague. The Committee said they would look into doing that. Mrs. Mills also asked about the Code Enforcement. She mentioned several illegal cars that have not been removed from the High Point Country Club. The Committee said they would also look into this matter.

Eamonn Kirk

Mr. Kirk came to the Committee with a complainant regarding the tar and stoning of Hillside Rd. Committeeman Zitone responded that he had taken several trips thru that area and as far as he could see the road was correctly done. Mr. Kirk said he was sure it was not done correctly. Mr. Zitone then said he would like to have the Township Engineer go and look at it. The Committee agreed.

Mayor Butto asked if anyone else of the public would like to speak. There was no one.

Deputy Mayor Barbagallo made a motion to close public participation.

Committeeman Zitone seconded the motion.

The motion was carried by a unanimous voice vote.
