MONTAGUE TOWNSHIP COMMITTEE REORGANIZATION MEETING
January 6, 2001
Minutes
Past Mayor Joseph Zitone called the session to order at 5:05 p.m. and opened the meeting, stating that the meeting was being held in compliance with the Open Meetings Act, P>L> 1975, c. 231, and has been duly advertised.
Present: Committeewoman Kaman, Committeman Zitone,
Committeeman Barbagallo, Committeeman Krebs,
Committeeman Zitone
Atty. Edelstein, Clerk Felter
All present were asked to join in the Pledge of Allegiance
County Clerk Erma Gormley then read the Statement of Certification.
Past Mayor Zitone then asked our County Clerk Erma Gormley to administer the Oath of Office to the newly elected
Committeewoman Maureen Kaman and newly elected Committeeman Mark Krebs. Ms. Kaman and Mr. Krebs were each elected to a three (3) year term.
Past Mayor Zitone asked if anyone on the Committee would like to place a name in nomination for the position of Mayor for the year 2001.
Committeeman Barbagallo nominated Joseph Butto.
Committeewoman Kaman seconded the motion.
The motion was carried by a unanimous voice vote.
County Clerk Erma Gormley then administered the Oath of the Office of Mayor to Joseph Butto.
Past Mayor Joseph Zitone then turned the meeting over to the newly sworn Mayor, Joseph Butto.
Mayor Butto asked for nominations for Deputy Mayor.
Committeeman Zitone nominated Joseph Barbagallo as Deputy Mayor.
Committeeman Krebs seconded the motion.
The motion was passed by a unanimous voice vote.
County Clerk Erma Gormley then swore in Deputy Mayor
Joseph Barbagallo.
The following one year appointments were made:
Township Attorney:
Committeeman Krebs made a motion to appoint Stephen Edelstein, Esq. and his firm.
Committeeman Zitone seconded the motion.
The motion passed by a unanimous voice vote.
Special Counsel:
Deputy Mayor Barbagallo made a motion to appoint David Wallace as Special Counsel.
Committeewoman Kaman seconded the motion.
The motion was carried unanimously by a voice vote.
Bond Counsel:
Committeewoman Kaman made a motion to re-appoint John Draikiwicz as Bond Counsel.
Deputy Mayor Barbagallo seconded the motion.
The motion was carried by a unanimous Voice vote:
Municipal Prosecutor:
Committeeman Zitone made a motion to re-appoint
William Haggerty as the Municipal Prosecutor.
Deputy Mayor Barbagallo seconded the motion.
The motion passed on a unanimous voice vote.
Alternate Municipal Prosecutor:
Committeeman Zitone made a motion to appoint David Wallace as
Alternate Municipal Prosecutor.
Committeewoman Kaman seconded the motion.
The motion was passed by a unanimous voice vote.
Auditors:
Committeeman Krebs made a motion to appoint Ferraioli, Wiellcotz, Cerullo & Cuva.
Committeeman Barbagallo seconded the motion.
The motion passed on a unanimous voice vote.
Township Engineer:
Committeeman Barbagallo made a motion to appoint KSM Engineering as the Township engineer.
Committeeman Zitone seconded the motion.
The motion was carried by a unanimous voice vote.
Engineer for Tax Maps:
Committeewoman Kaman made a motion to appoint Chuck LeDuc as the Township Engineer for Tax Maps.
Committeeman Zitone seconded the motion.
The motion was carried by a unanimous voice vote.
Sergeant At Arms:
Committeeman Zitone made a motion to appoint Bob Benson as
Sergeant At Arms.
Committeeman Barbagallo seconded the motion.
The motion was carried by a unanimous voice vote.
Constables:
Committeeman Krebs made a motion to appoint Bob Benson,
Lou Rau and Terry Snyder as Township Constables.
Committeeman Barbagallo seconded the motion.
The motion was carried by a unanimous voice vote.
Dog License Official:
Committeewoman Kaman made a motion to appoint Helen Felter as the Dog License Official.
Deputy Mayor Barbagallo seconded the motion.
The motion was carried by a unanimous voice vote.
Animal Control Officer:
Committeeman Zitone made a motion to appoint Wantage Township as
Animal Control Officer:
The motion was seconded by Deputy Mayor Barbagallo.
The motion was passed by a unanimous voice vote.
Tax Search Officer:
Committeewoman Kaman made a motion to appoint Pamela Jerger the Tax Search Officer.
Committeeman Krebs seconded the motion.
The motion was carried by a unanimous voice vote.
Chief Financial Officer:
Committeewoman Kaman made a motion to appoint Pamela Jerger as Chief Financial Officer.
Committeeman Krebs seconded the motion.
The motion was carried by a unanimous voice vote.
Assessment Search Officer:
Deputy Mayor Barbagallo made a motion to appoint Helen Felter as the Assessment Search Officer.
Committeeman Zitone seconded the motion.
The motion was carried by a unanimous voice vote.
Clean Communities and Solid Waste Coordinator:
Committeeman Zitone made a motion to appoint Dorothy Ames as the
Clean Communities and Solid Waste Coordinator.
Deputy Mayor Barbagallo seconded the motion.
The motion was carried by a unanimous voice vote.
Financial Coordinator for Senior Citizens:
Committeeman Zitone a motion to appoint Jerry Demalderis as the Financial Coordinator for Senior Citizens.
Deputy Mayor Barbagallo seconded the motion.
The motion passed by a unanimous voice vote.
Zoning Officer:
Action on this position was tabled.
Code Enforcement Officer:
Action on this position was tabled.
Soil Erosion Officer:
Action on this position was tabled.
Official Newspapers:
Deputy Mayor Barbagallo made motion to name the New Jersey Herald and the Sunday Herald as the Official Newspapers for the Township.
Committeewoman Kaman seconded the motion.
The motion passed by a unanimous voice vote.
208 Representative:
Committeeman Zitone made a motion to name Committeeman Krebs
the 208 Representative for the Township.
Deputy Mayor Barbagallo seconded the motion.
The motion passed by a unanimous voice vote.
Insurance Pool Commissioner:
Committeeman Zitone made a motion to appoint Deputy Mayor Barbagallo Insurance Pool Commissioner.
Committeewoman Kaman seconded the motion.
The motion was carried by a unanimous voice vote.
Cross Acceptance Representative:
Deputy Mayor Barbagallo made a motion to appoint Committeewoman Kaman as Cross Acceptance Representative.
The motion was seconded by Committeeman Zitone.
The motion was carried by a unanimous voice vote.
Office Manager:
Committeeman Zitone made a motion to reappoint Helen Felter as
the Office Manager for the Township.
Deputy Mayor Barbagallo seconded the motion.
The motion was carried by a unanimous voice vote.
911 Coordinator:
Deputy Mayor Barbagallo made a motion to appoint Newton, N.J./
David Coss as the 911 Coordinator.
Committeewoman Kaman seconded the motion.
The motion passed by a unanimous voice vote.
Emergency Management Council:
Committeewoman Kaman made a motion to appoint David Coss to the Emergency Management Council.
Deputy Mayor Barbagallo seconded the motion.
The motion was carried by a unanimous voice vote.
Fire Marshall:
Committeeman Zitone made a motion to appoint Matthew Kansky as Fire Marshall.
Deputy Mayor Barbagallo seconded the motion.
The motion was carried by a unanimous voice vote.
Designation of Public Agency Compliance Officer:
Committeeman Krebs made a motion to appoint Pamela Jerger as Public Agency Compliance Officer.
Deputy Mayor Barbagallo seconded the motion.
The motion was passed by a unanimous voice vote.
Housing Inspector:
Action on this position was tabled.
Industrial & Economic Development Commission:
Committeeman Zitone made a motion to appoint the following
people for one (1) year terms to the Industrial & Economic
Development Commission:
David Wallace, Oscar Costa, Mark Krebs,
Valerie Castagliola, Maureen Kaman
Deputy Mayor Barbagallo seconded the motion.
The motion passed by a unanimous voice vote.
Insurance Agent:
Committeeman Zitone made a motion to reappoint the
Woodland Group as the Insurance Agent for the Township.
Deputy Mayor Barbagallo seconded the motion.
The motion passed by a unanimous voice vote.

Committeeman Zitone made a motion to table any action on the above mentioned appointment.
Deputy Mayor Barbagallo seconded the motion.
The motion was carried by a unanimous voice vote.
Class 3 One (1) member of the Government appointed by the Governing Body - 1 year term
Committeeman Zitone nominated Committeewoman Kaman for this appointment.

The motion was carried by a unanimous voice vote.
Class4 Five (5) citizens appointed by the Mayor on recommendations from the Committee.

One (1) citizen appointment by the Mayor.

Welfare Board:
Committeewoman Kaman made a motion to reappoint
Patricia Wilcox and Pamela Jerger to a one (1) year terms - expiring 12/31/01.
Deputy Mayor Barbagallo seconded the motion.
The motion was carried by a unanimous voice vote.
Deputy Mayor Barbagallo made a motion to table the appointments to the Recreation Committee.
Committeeman Krebs seconded the motion.
The motion was carried by a unanimous voice vote.
Administrative Structure: Mayoral Appointments

Mayor Butto appointed Deputy Mayor Barbagallo as Chair and Committeeman Joseph Zitone as Co-chair of Administration.

Mayor Butto appointed Committeewoman Kaman as Chair and Committeeman Krebs as Co-chair to Health and Welfare.

Mayor Butto appointed Committeeman Zitone as Chair and
Deputy Mayor Joseph Barbagallo as Co-chair of Public Works.

Mayor Butto appointed Deputy Mayor Barbagallo Chair and Committeeman Joseph Zitone Co-chair of Finance.

Mayor Butto appointed Committeeman Krebs as Chair and Committeewoman Kaman Co-chair of Public Safety.
Committeeman Zitone made a resolution to adopt R01-03

Statement by Former Mayor Zitone
Past Mayor Zitone addressed the Committee and Public and stated his belief that Joseph Butto will be an excellent Mayor and this is a good Committee and hopefully this Committee will work together for the benefit of Montague. Past Mayor Zitone went on to say it had been a pleasure serving as Mayor the past three years and thanked all the people he worked with.
Statement by Mayor Butto
Mayor Butto thanked County Clerk Erma Gormley for coming to swear everyone in. It is very much appreciated. The Mayor also noted that Sue Zellman, County Freeholder was in the audience and thanked her for coming. Mayor Butto stated that in the future Montague would be working closely with Ms. Zellman. He then advised everyone that there were refreshments in the lobby and thanked everyone for coming.
