MONTAGUE TOWNSHIP COMMITTEE MEETING
February 11, 2003
Minutes
Mayor Barbagallo called the session to order at 8:05 p.m. and opened the meeting, stating that the meeting was being held in compliance with the Open Meetings Act, P>L> 1975, c. 231, and has been duly advertised.
The Clerk was asked to call the roll.
Present were: Committeewoman Kaman,Committeeman Butto, Committeeman Krebs, Mayor Barbagallo
Helen F. Felter, Clerk, Denis G. Murphy, Atty.
Absent: None
Excused: Deputy Mayor Zitone
All present were asked to join in the Pledge of Allegiance.

Ord. 2003-02 An Ordinance Of The Township Of Montague To Regulate Excavations In The Streets Of The Township of Montague, County of Sussex, State of New Jersey
Committeewoman Kaman made a motion to approve Ord. 2003-02.
Committeeman Krebs seconded the motion.
Public Hearing:
Committeeman Krebs made a motion to open the public hearing.
Committeewoman Kaman seconded the motion.
The motion was carried by a unanimous voice vote.
There was no comment from the public.
Committeewoman Kaman made a motion to close the public hearing.
Committeeman Krebs seconded the motion.
The motion was carried by a unanimous voice vote.

Committeeman Krebs made a motion to approve Ord. 2003-03.
Committeewoman Kaman seconded the motion.

Committeeman Butto made a motion to approve all of the above listed resolutions.
Committeeman Krebs seconded the motion.

Old Business
State of New Jersey - Stokes Forest Recycling Program
Committeewoman Kaman made a motion that the Township continue to send the recycling to the Stokes Forest Recycling Program.
Committeeman Krebs seconded the motion.
The motion was carried by a unanimous voice vote.
Emergency Management - Tri State Community
Committeeman Butto requested that he be appointed liaison
to the Tri State Emergency Management Coalition of Tri States and that he be authorized to have our Emergency Management official included in the up-coming meetings. The Township Committee agreed.
New Business
Purchase of Foreclosed Property - Bayles Construction,
Block 19.03, Lot 24
Committeeman Krebs made a motion to approve the sale of the above referenced property.
Committeeman Butto seconded the motion.
The motion was carried by a roll call vote:

Nays: None

Road Safety (mk)
The Committee tabled any discussion on road safety.
Building Department Fees
The Committee tabled any action on re-doing the Building Department fees until Committeeman Butto is able to meet with the Construction Department Official.
Recreation Commission
Mr. Glenn Goodyear spoke to the Committee regarding what direction he would like to see the recreation program in
Montague take. The Committee thanked him for his time and requested that he come back to them when he had a schedule of events for them to look at.

The Township Committee noted receipt of all the above referenced reports.
Approval of Vouchers - Payment of Bills:
Committeeman Butto made a motion to approve all the bills for payment.
Committeeman Krebs seconded the motion.
The motion was carried by a unanimous voice vote.
Meeting Regarding Traffic on Route #23
Committeeman Butto advised the Committee that he would be attending a meeting with Debbie Hirt of the State Department of Transportation, the Mayor of Port Jervis, Ross Decker, and the
Supervisor of the Town of Deerpark, James Chandler on
February 25, 2003 regarding the traffic problems on Route #23 by the Shop Rite mall.

Public Participation
Committeeman Butto made a motion to open the meeting to public participation.
Committeeman Krebs seconded the motion.
The motion was carried by a unanimous voice vote.
Josephine Yarosz
Mrs. Yarosz asked the Committee what, if any, emergency steps were in place in case of an emergency, such as a terrorist attack. Mayor Barbagallo explained that any such plan would have to be coordinated with the State and that such a plan was being worked on. Mrs. Yarosz thanked the Committee.
Mayor Barbagallo asked if there was anyone else who wished to speak. There was no one.
Committeeman Butto made a motion to close public participation.
Committeeman Krebs seconded the motion.
The motion was carried by a unanimous voice vote.
