MONTAGUE TOWNSHIP COMMITTEE MEETING
February 8,2005
Minutes
Mayor Barbagallo called the session to order at 8:00 p.m. and opened the meeting, stating that the meeting was being held in compliance with the Open Meetings Act, P>L> 1975, c. 231, and has been duly advertised.
The Clerk was asked to call the roll.
Present were: Committeeman Sarocco, Deputy Mayor Barbagallo, Committeeman Krebs, Mayor Barbagallo,
Atty. Murphy, Clerk Felter
Absent: None
Excused: Committeeman Zitone
All present were asked to join in the Pledge of Allegiance.
Approval of Minutes: Regular Session January 25, 2005
Committeeman Krebs made a motion to approve the minutes of January 25, 2005.
Committeeman Soracco seconded the motion.
The motion was carried by a unanimous voice vote.

Second Reading:
Ord. 2005-03 An Ordinance to Establish Policy for Background Checks on Applications for Membership in the Montague Volunteer Fire Department
Committeeman Lashendock made a motion to adopt Ord. 2005-03.
Committeeman Soracco seconded the motion.
Committeeman Krebs made a motion to open a public hearing.
Committeeman Soracco seconded the motion.
The motion was carried by a unanimous voice vote.
Public Hearing:
There was no comment from the public.
Committeeman Krebs made a motion to close the public hearing.
Committeeman Soracco seconded the motion.
The motion was carried by a unanimous voice vote.
Committeeman Lashendock's motion was carried by a unanimous roll call vote:

Ord. 2005-04 Ordinance to Establish Speed Limits on Certain Roads Committeeman Soracco made a motion to adopt Ord. 2005-04.
Committeeman Krebs seconded the motion.
Committeeman Krebs made a motion to open a public hearing.
Committeeman Soracco seconded the motion.
The motion was carried by a unanimous voice vote.
There was no comment from the public.
Committeeman Krebs made a motion to close the public hearing.
Committeeman Soracco seconded the motion.
The motion was carried by a unanimous voice vote.
Committeeman Krebs's motion to approve was carried by a unanimous roll call vote:

Resolutions
R2005-14 Refund of Duplicate Payment
R2005-15 Outside Lien Redemption
Committeeman Soracco made a motion to adopt the above referenced resolutions.
Committeeman Lashendock seconded the motion.
The motion was carried by a unanimous voice vote.
Old Business
Returned Foreclosure Properties
The Committee requested the Clerk to bring a list of these properties to the next meeting.
New Business
Subordination Request for Project B-8
Subordination Request for Project A-7
Committeeman Soracco made a motion to deny the subordination requests referenced above as at the last meeting of the Committee it was decided not to subordinate any more of the Small Cities mortgages.
Committeeman Krebs seconded the motion.
The motion was carried by a unanimous voice vote.
Township of Wantage Animal Control Service-TNR Program
It was the decision of the Committee to endorse the TNR program for the neutering of stray cats as requested by Wantage Animal Control.
Welfare Board Vacancy
The Committee appointed Desrie Pincinich to the Welfare Board.

Committeeman Soracco made a motion to approve the above mentioned applicants for membership in the Montague Fire Dept.
Committeeman Krebs seconded the motion.
The motion was carried by a unanimous voice vote.
Blue Light Permit Applications:
Raymond J. Kinsley, Jr.-Elizabeth A. Batto
Committeeman Krebs made a motion to approve the above mentioned applications.
Committeeman Soracco seconded the motion.
The motion was carried by a unanimous voice vote.
Approval of Vouchers - Payment of Bills:
Committeeman Soracco made a motion to approve payment of all the bills.
Committeeman Krebs seconded the motion.
The motion was carried by a unanimous voice vote.
Correspondence:
Alicia Batko-Historian
The Committee tabled discussion on the above referenced letter.
Insurance Letter-Mark Krebs
Committeeman Krebs submitted a letter requesting the return of insurance premiums paid to the Township for health insurance.
Mayor Barbagallo advised Committeeman Krebs that further research was being done and the Committee did not have an answer for him at this time.
Public Participation
Committeeman Soracco made a motion to open public participation.
Committeeman Lashendock seconded the motion.
The motion was carried by a unanimous voice vote.
Desmond Finegan
Mr. Finegan gave a report to the Committee concerning what he has been doing as senior advocate. The Committee thanked him for the many things that he has taken care of on behalf of Montague's seniors.
Judy Twilliger
Mrs. Twilleger asked why the Committee refused to subordinate her Small Cities loan. Denis Murphy, Attorney for the Township, explained to Mrs. Twilliger that a Township lien was paramount
to any lien at the time our loan was given. A lengthy discussion ensued.
Mayor Barbagallo asked if there was anyone else from the public who wished to speak. There was no one.
Committeeman Soracco made a motion to close public participation.
Committeeman Krebs seconded the motion.
The motion carried by a unanimous voice vote.
