MONTAGUE TOWNSHIP COMMITTEE MEETING

February 28, 2006

MINUTES





Mayor Brislin called the meeting to order at 8:05 p.m. and opened the meeting stating that the meeting was being held in compliance with the Open Public Meetings Act, P>L> 1975, c.231 and has been duly advertised.



All present were asked to join in the Pledge of Allegiance.



The Clerk was asked to call the roll.

Present were Committeeman Soracco, Deputy Mayor Lashendock, Committeeman Utter, Committeeman Krebs, Mayor Brislin, Attorney Hinkes and Clerk Francisco



Mayor Brislin asked the audience to limit their comments to two (2)minutes and to follow the Rules of Decorum.



Deputy Mayor Lashendock motioned to open to the public regarding agenda items. Committeeman Soracco seconded the motion. The motion was carried by unanimous voice vote.



No comment was made.



Deputy Mayor Lashendock motioned to close to the public regarding agenda items. Committeeman Soracco seconded the motion. The motion was carried by unanimous voice vote.



Committeeman Soracco motioned to approve Resolution R2006-018 AUTHORIZATION TO CANCEL TOWNSHIP TAX SALE CERTIFICATES. Deputy Mayor Lashendock seconded the motion. The motion was carried by unanimous voice vote.



Deputy Mayor Lashendock motioned to adopt on first reading ORDINANCE 2006-004 ABOLISH CLERK/ADMINISTRATOR POSITION. Committeeman Utter seconded the motion. The motion was carried by a majority roll call vote. Committeeman Soracco- no, Deputy Mayor Lashendock- yes, Committeeman Utter-yes, Committeeman Krebs-no, Mayor Brislin-yes.



Deputy Mayor Lashendock motioned to adopt ORDINANCE 2006-005 SPENDING ORDINANCE FOR STREET SWEEPER which was read in full at first reading. Committeeman Utter seconded the motion. The motion was carried by a majority roll call vote. Committeeman Soracco- no, Deputy Mayor Lashendock- yes, Committeeman Utter- yes, Committeeman Krebs- no, Mayor Brislin-yes.



Deputy Mayor Lashendock motioned to approve the five (5) folder voucher system. Committeeman Utter seconded the motion. The motion was carried by majority roll call vote.

Committeeman Soracco-no, Deputy Mayor Lashendock-yes, Committeeman Utter-no, Committeeman Krebs-yes, Mayor Brislin-yes.

Lengthy discussion ensued regarding Developer Impact Fees between the Committee members and the Attorney.

Committeeman Soracco motioned to send a letter to the Land Use Board to come up with recommendations for an impact fee Structure by May 1st, 2006. Committeeman Krebs seconded the motion. The motion was carried by unanimous roll call vote.



Attorney Hinkes exited the meeting at that point.



A lengthy discussion ensued regarding Recreation Commission vs. Committee. Deputy Mayor Lashendock motioned to table any action. Committeeman Krebs seconded the motion. The motion was tabled by a roll call vote.



Mayor Brislin opened Sealed Proposals for Lawn Maintenance for Municipal Building, Ball Fields, Armstrong House, Garage and Fire House.

First bid opened was submitted by Lawn and Order-$650.00 per cut as needed.

Second bid opened was submitted by Wally Costa- $770.00 per cut.

Third bid opened was submitted by JRC Contracting-$475.00 per cut.

Fourth bid opened was submitted by Dickson Landscaping $535.00 per cut.



Committeeman Krebs motioned to approve Red Light Permit submitted by Jesse Brace Revak and NJ State Firemen's Association Membership Application submitted by Darin P.Smith. Committeeman Soracco second the motion. The motion carried by unanimous voice vote.



Committeeman Soracco motioned to approve the Bill List. Committeeman Krebs seconded the motion. The motion was carried by unanimous roll call vote.



A lengthy discussion ensued regarding creating a Local Noise Ordinance and various options.

Committeeman Soracco motioned to open to the public regarding excessive noise from heavy equipment on weekends. Committeeman Krebs seconded the motion. The motion was carried by unanimous voice vote. Wes Raymond expressed his concerns regarding excessive noise around his home especially on weekends while attempting to enjoy his time off.

Committeeman Krebs motioned to close to the public. Committeeman Soracco seconded the motion. The motion was carried by unanimous voice vote.

Committeeman Krebs motioned to open public participation segment of the meeting. Mayor Brislin seconded the motion. The motion was carried by a unanimous vote.

Linda Forrer, resident of Clove rd Louanne Cular and Mr Clauberg discussed in great detail the dangers of Clove Road.

The Clerk was asked to write a letter to County Sheriff's Department and NJ State Police regarding speed enforcement on Clove Rd. Committeeman Krebs motioned to send letter, Committeeman Soracco seconded the motion. The motion was carried by unanimous voice vote.



Committeeman Utter motioned to close to the public. Committeeman Krebs seconded the motion. The motion was carried by unanimous vote.

Mayor Brislin motioned that the Recreation Committee could spend up to $250.00 toward the Roast Beef Dinner. Committeeman Soracco seconded the motion. The motion was carried by unanimous voice vote.



Mayor Brislin clarified that Helen Felter was appointed the Chair person to the Grants Committee.



Committeeman Krebs motioned to adjourn the meeting. Committeeman Soracco seconded the motion. The motion was carried by unanimous voice vote.
