Mayor Utter called the meeting to order at 7:00pm.Those present
were Mr. Brislin, Mr. Lashendock, Mr. Barbagallo, Mr. Brace. Mr. Utter,
Attorney Hinkes and Clerk Francisco.
Mayor Utter stated the meeting was being held in compliance with the
Open Public Meetings Act P.L. 1975, C.231 and has been duly advertised.
All present were asked to join in the Pledge of Allegiance.
Mr. Brislin motioned to go into executive session to discuss
DPW personnel matters.
WHEREAS, The Township Committee of the Township of Montague, County
of Sussex, State of New Jersey, finds in necessary to discuss matters
relating to personnel, and
WHEREAS, the Township Committee believes it to be in the best interest
of the public to discuss such matters in closed session.
NOW THEREFORE BE IT RESOLVED by the Township Committee of the Township
of Montague, County of Sussex, State of New Jersey, that it shall enter
closed session to discuss only matters mentioned above; the result of
which may be made public immediately thereafter of at a later dater.

Mr. Lashendock seconded the motion. The motion was carried by
a unanimous vote.
Mayor Utter reconvened the meeting in open session and the governing
body continued with the regular order of business.
PUBLIC PARTICIPATION REGARDING AGENDA ITEMS
Mr. Lashendock motioned to open to the public comment regarding agenda
items.
Mr. Brislin seconded the motion. The motion was carried with all
in favor.
Mr. Teurfert asked if the public would have a chance to ask questions
about the budget later during the meeting? The Mayor responded that this
will be an introduction of the budget, and will be open to the public
for comment at the final reading.
Mr. Brislin motioned to close to the public , Mr. Lashendock seconded
the motion.
The motion was carried.
MINUTES:
Executive minutes of 04-10-07: Mr. Lashendock motioned to approve the
executive session minutes. Mr. Brislin seconded the motion. The
motion was carried with all in favor.

Mr. Brislin motioned to adopt the above ordinance. Mr. Brace seconded

voice vote, with Mr. Barbagallo opposing.

Introduction of the 2007 Budget- Mr. Brace motioned to approve the
introduction of the 2007 Budget. Mr. Lashendock seconded the
motion. The motion was carried by a majority roll call vote. Mr.

NEW BUSINESS
-Summer Office Hours- Summer hours proposed were Mon. thru Thurs. 8:30am-6:00pm
and Municipal offices would be closed on Friday, Memorial Day to
Labor Day. The Department of Public Works employee John Bathgate,
stated it would interfere with a his secondary employment. Mr.
Brace motioned to table discussion of Summer Office Hours. Mr.
Barbagallo seconded the motion. The motion was carried with
all in favor.
-Special Use Permit- Ball Fields Mr. Barbagallo motioned
approve the Special Use Permit. Mr. Brace seconded the motion. The
motion was carried with all in favor.
Mr. Brislin motioned to amend the agenda and add High Point Country
Club request to repair the roadway shoulders damaged in the Country
Club during the winter season. Mr. Lashendock seconded the motion. The
motion was carried with all in favor.
-CCHP Plowing- Discussion ensued among the Committee regarding damage
to property in CCHP during the past winter allegedly caused by Municipal
Plowing. The Mayor suggested the DPW Foreman identify the properties
with the most damage.
APPLICATIONS
-Fire Department - Red Light Permit Application. Mr. Barbagallo
motioned to approve the Red Light Permit application submitted by Mr.
David Coss, Fire Chief. Mr. Lashendock seconded the motion. The
motion was carried with all in favor.
MONTHLY REPORTS
-Fire Department Report ( March) submitted.
CORRESPONDENCE
-OEM Louanne Cular appointed by the Emergency Management Coordinator
as Deputy Emergency Management Coordinator.
-OPPOSITION TO SENATE BILL S-2463 REQUIRING THE LICENSING OF RETAIL
BUSINESSES BY MUNICIPALITIES. Mr. Brace motion to approve the
resolution. Mr. Barbagallo seconded the motion. The motion
was carried with all in favor.
-NJ DOT - Correspondence from ACenters of Place Funding Program@,
was given to Louanne Cular, Grants Administrator, to review.
The above correspondence was acknowledged by the Committee.
PUBLIC PARTICIPATION
- Mr. Lashendock motioned to open the public participation segment of
the meeting. Mr. Brislin seconded the motioned. The motion
was carried with all in favor.
Residents:
Rhodi Teufert requested use of the parking facility, and chairs for
the Memorial Day Celebration. Mayor Utter requested the Memorial Day Celebration
to be placed on the next next meeting agenda.
-Louanne Cular recommenced that the Township DPW not go onto private
properties in High Point Country Club to do repairs. She also stated
she is in support of summer hours.
-Mark Krebs informed the Committee that Mr. Art Gray, Mayor of Port Jervis,
passed away recently and suggested a resolution expressing condolences.
- Mayor Utter called for a moment of silence for the Virginia Tech victims
and Mayor Art Gray.
With no further comment from the public. Mr. Brislin motioned to
close the public session. Mr. Brace seconded the motion. The
motion was carried with all in favor.
