MINUTES OF THE JANUARY 10, 2008 MONTAGUE TOWNSHIP LAND USE BOARD RE-ORGANIZATION MEETING

Open public meeting statement: The meeting was called to order by the Board Secretary, Sharon M. Yarosz, and a statement was made that the meeting was duly advertised and met all of the requirements of the Open Public Meetings Act.  Those present were: Charles Teufert, Sharon Tufaro, Glenn Barbagallo, Darren Ponce, George Zitone, Ron Ruberto, Katherine Snyder, Glen Plotsky and Richard Innella.

Those absent were: Jason Dunn, as Mayor Designee and Gene Crawford (excused).

REORGANIZATION SESSION:

Chairperson: Nominations were opened for the position of Chairperson.  A nomination was made by Mr. Barbagallo and seconded by Mr. Innella to nominate Mr. Zitone as the Chairman of the Land Use Board.  There were no further nominations.  The nominations were closed.  Roll Call was taken for Mr. Zitone for Chairman: Charles Teufert, yes; Sharon Tufaro, yes; Glenn Barbagallo, yes; Darren Ponce, yes; Richard Innella, yes; Ron Ruberto, yes; Katherine Snyder, yes; Glenn Plotsky, yes; and George Zitone, abstain.  The Motion was carried.  George Zitone  is the 2008 Land Use Board Chairman.

Vice Chairperson: Nominations were opened for the position of Vice Chairperson.  A nomination was made by Mr. Innella and seconded by Mrs. Tufaro to nominate Mr. Barbagallo as the Vice Chairman of the Land Use Board. There were no further nominations.  The nominations were closed.  Roll Call was taken for Mr. Barbagallo for Vice Chairman:  Charles Teufert, yes; Sharon Tufaro, yes; Glenn Barbagallo, abstain; Darren Ponce, yes; Richard Innella, yes; Ron Ruberto, yes; Katherine Snyder, yes; Glenn Plotsky, yes; and George Zitone, yes.  The Motion was carried.  Glenn Barbagallo is the 2008 Land Use Board Vice Chairman.

Secretary: Nominations were opened for the position of Secretary.  A nomination was made by Mr. Innella and seconded by Mr. Barbagallo to appoint Sharon M. Yarosz as the secretary of the Land Use Board.  There were no further nominations.  The nominations were closed.  Roll call was taken for Sharon M. Yarosz for Secretary.  Roll Call:  Charles Teufert, yes; Sharon Tufaro, yes; Glenn Barbagallo, yes; Darren Ponce, yes; Richard Innella, yes; Ron Ruberto, yes; Katherine Snyder, yes; Glenn Plotsky, yes; and George Zitone, yes.  The Motion was carried.  Sharon M. Attorney: Nominations were opened for the position of Attorney.  A nomination was made by Mr. Barbagallo and seconded by Mr. Innella to appoint the firm of Dolan and Dolan as the Board Attorney.  There were no further nominations.  The nominations were closed.  Roll Call was taken for the firm of Dolan and Dolan as the Land Use Board Attorney: Charles Teufert, yes; Sharon Tufaro, yes; Glenn Barbagallo, yes; Darren Ponce, yes; Richard Innella, yes; Ron Ruberto, yes; Katherine Snyder, yes; Glenn Plotsky, yes; and George Zitone, yes.  The Motion was carried.  The firm of Dolan and Dolan is the 2008 Land Use Board Attorney.

Engineer: Nominations were opened for the position of Engineer.  A nomination was made by Mr. Barbagallo and seconded by Mr. Barbagallo to appoint KSM Engineering, PC. as the Board Engineer.  There were no further nominations.  The nominations were closed.  Roll call was taken for KSM Engineering, P.C. as the Engineer for the Land Use Board: Charles Teufert, yes; Sharon Tufaro, yes; Glenn Barbagallo, yes; Darren Ponce, yes; Richard Innella, yes; Ron Ruberto, yes; Katherine Snyder, yes; Glenn Plotsky, yes; and George Zitone, yes. The Motion was carried.  KSM Engineering, P.C. is the 2008 Land Use Board Engineer.

Planner: Nominations were opened for the position of Planner.  A Motion was made by Mr. Barbagallo and seconded by Mr. Innella to appoint Fred Suljic.  There were no further nominations.  The nominations were closed.  Roll call was taken for Fred Suljic for the Land Use Board Planner: Charles Teufert, yes; Sharon Tufaro, yes; Glenn Barbagallo, yes; Darren Ponce, yes; Richard Innella, yes; Ron Ruberto, yes; Katherine Snyder, yes; Glenn Plotsky, yes; and George Zitone, yes. The Motion was carried. Fred Suljic is the 2008 Land Use Board planner.

Site Plan/Subdivision Review Committee: The Chairman, Mr. Zitone, appointed Mr. Dunn (The Mayor's Designee), Mr. Ruberto and Mr. Barbagallo to the Site Plan/Subdivision Review Committee.

Voucher Review Committee: The Chairman, Mr. Zitone, appointed Mr. Ponce and Mrs. Snyder to the Voucher Review Committee.

Designation of Official Primary and Secondary Newspaper: A Motion was made by Mr. Barbagallo and seconded by Mr. Innella to declare the New Jersey Herald and the New Jersey Sunday Herald as the official primary and secondary newspaper for the Board. Roll Call: Charles Teufert, yes; Sharon Tufaro, yes; Glenn Barbagallo, yes; Darren Ponce, yes; Richard Innella, yes; Ron Ruberto, yes; Katherine Snyder, yes; Glenn Plotsky, yes; and George Zitone, yes. The Motion was carried.

Designation of time, date and place of meeting: A Motion was made by Mr. Innella and seconded by Mr. Teufert to designate the second Thursday of each and every month for meetings of the Land Use Board.  Said meetings will be held at the Montague Township Municipal Building, 277 Clove Road, Montague, New Jersey and will begin at 8:00 p.m.  Roll Call:  Charles Teufert, yes; Sharon Tufaro, yes; Glenn Barbagallo, yes; Darren Ponce, yes; Richard Innella, yes; Ron Ruberto, yes; Katherine Snyder, yes; Glenn Plotsky, yes; and George Zitone, yes. The meeting was opened to the public.  There was no public participation.  The meeting was closed to the public.

Having no further business, a motion was made by Mr. Barbagallo and seconded by Mrs. Tufaro to adjourn the re-organization meeting.  All were favor.  The motion was carried.  The meeting was adjourned.
