MONTAGUE TOWNSHIP COMMITTEE MEETING

March 26, 2002

Minutes

 

Mayor Butto called the session to order at 8:00 p.m. and opened the meeting, stating that the meeting was being held in compliance with the Open Meetings Act, P>L> 1975, c. 231, and has been duly advertised.

The Clerk was asked to call the roll.

Present were: Committeewoman Kaman, Committeeman Zitone,

Committeeman Barbagallo, Committeeman Krebs, Mayor Butto

Clerk Felter, Atty. Edelstein

Absent:

All present were asked to join in the Pledge of Allegiance.

Bid Opening:

Bids for the work to be done on Rubin Hill Road were opened by

Mayor Joseph Butto. The results are as follows:

Owl Contracting $71,710.00

Tilcon New York Inc. $78,901.60

InterCounty Paving Associates, Inc. $109,495.00

Mike Fitzpatrick & Sons, Inc. $105,680.00

Dosch King Co., Inc. $108,201.00

A motion was made by Committeeman Joseph Zitone to accept the bid made by the lowest bidder Owl Contracting in the amount of

$71,710.00.

Deputy Mayor Joseph Barbagallo seconded the motion.

The motion was carried by a unanimous roll call vote:

Ayes: Committeewoman Kaman, Committeeman Zitone,

Deputy Mayor Barbagallo, Committeeman Krebs, Mayor Butto

Nays: None

Introduction of the 2002 Budget:

Committeeman Joseph Zitone made a motion to accept the 2002 Budget as presented.

Deputy Mayor Barbagallo seconded the motion.

The motion was carried by a unanimous roll call vote:

Ayes: Committeewoman Kaman, Committeeman Zitone,

Deputy Mayor Barbagallo, Committeeman Krebs, Mayor Butto

Nays: None

Approval of Minutes: Executive Session 2-26-02,

Regular Session 2-26-02

Committeeman Mark Krebs made a motion to approve the above referenced minutes.

Deputy Mayor Joseph Barbagallo seconded the motion.

The motion was carried by a unanimous roll call vote:

Deputy Mayor Barbagallo, Committeeman Krebs, Mayor Butto

Ordinances:

Resolutions

R02-26 A Resolution Supporting S-478 & A-540 To Call A Constitutional Convention

R02-27 A Resolution appointing the Fire Marshall/Fire Sub-code Official

Committeeman Zitone made a motion to adopt the Above mentioned resolutions.

Deputy Mayor Barbagallo seconded the motion.

The motion was carried by a unanimous roll call vote:

Ayes: Committeewoman Kaman, Committeeman Zitone

Deputy Mayor Barbagallo, Committeeman Krebs, Mayor Butto

R02-28 Introduction of the 2002 Budget

Committeeman Krebs made a motion to adopt R02-28.

Committeeman Zitone seconded the motion.

The motion was carried by a unanimous voice vote.

Old Business

Ordinances

Committeewoman Kaman made a suggestion that the Township Department Heads reread the part of our Municipal Code Book that applies to their Department to determine what, if any, changes are needed to bring the section up to date. The Committee felt that a period of sixty days should be given to accomplish this.

New Myrtle Drive

Stephen Edelstein, Attorney for the Township, advised the Committee that the Title Search that was ordered on

New Myrtle Drive has not yet been completed.

Recreation Facilities at the Municipal Building

Committeeman Krebs spoke to the Committee regarding the placement of bocci courts, benches etc. on the Municipal grounds so our seniors could enjoy the property. The Committee asked

Committeeman Krebs to look into it further and get back to them.

New Business

Trash Compacter

Committeewoman Kaman and Montague resident Richard Clauberg suggested to the Committee that a trash compacter could be a good service to the Community. Mr. Clauberg said he had visited other Towns and it seemed to be a good thing. Committeeman Zitone said that he felt there was more to that type of operation than

Mr. Clauberg realized but that if Mr. Clauberg wanted to look into it further they would listen to what he had to say.

Newsletter

Committeewoman Kaman suggested that the Industrial & Economic Development Commission do a newsletter, in place of the Mayor=s

letter. The Committee took the suggestion under consideration and requested Committeewoman Kaman to investigate costs etc.

Approval of Vouchers - Payment of Bills:

Deputy Mayor Barbagallo made a motion to pay all bills.

Committeeman Krebs seconded the motion.

The motion was carried by a unanimous roll call vote:

Ayes: Committeewoman Kaman, Committeeman Zitone,

Deputy Mayor Barbagallo, Committeeman Krebs, Mayor Butto

Correspondence:

Rock@N@ Roll Cycle Club

Deputy Mayor Barbagallo made a motion to approve the use of certain Montague roads by the Rock AN@ Roll Cycle Club in order to hold their annual hill climb race.

Committeewoman Kaman seconded the motion.

The motion was carried by a unanimous voice vote.

United States Postal Service-Organ Donor Registration

Deputy Mayor Barbagallo made a motion to, by Proclamation, to recognize April 22, 2002 as Organ & Tissue Donor Registration Day.

The motion was seconded by Committeewoman Kaman.

A unanimous voice vote carried the motion.

Public Participation

Deputy Mayor Barbagallo made a motion to open Public Participation.

Committeeman Krebs seconded the motion.

The motion was carried by a unanimous voice vote.

Desmond Finegan

Mr. Finegan questioned Committeeman Zitone concerning grants for a Community Center. Committeeman Zitone answered Mr. Finegan stating that as far as he knew, there are grants to establish a Community Center but we would have to look into the criteria necessary to qualify for one.

Mr. Finegan also asked about the progress of the downstairs library.

Reginald Cole

Mr. Cole asked about Aclean-up@ week. It was his feeling that the Committee should start to think about it now.

Richard Clauberg

Mr. Clauberg advised the Committee that he had attended the

Board of Education meeting and that he was the only person in the audience. The gentleman who gave the presentation, Mr. Clauberg could not recall his name, stated that on a house assessed at

$100,000.00 the increase would be $85.00 or $7.00 per month.

Mayor Butto asked if there was anyone else who wished to speak.

There was not.

Deputy Mayor Barbagallo made a motion to close the public hearing.

Committeeman Zitone seconded the motion.

The motion was carried by a unanimous voice vote.
