MONTAGUE TOWNSHIP COMMITTEE MEETING



December 23, 2003



Minutes





Mayor Barbagallo called the session to order at 7:25 p.m. and opened the meeting, stating that the meeting was being held in compliance with the Open Meetings Act, P>L> 1975, c. 231, and has been duly advertised.



The Clerk was asked to call the roll.



Present were: Committeeman Krebs, Committeeman Butto,

Mayor Barbagallo

Atty. Murphy, Clerk Felter

Absent: Committeewoman Kaman

Excused: Deputy Mayor Zitone



All present were asked to join in the Pledge of Allegiance.



Committeeman Krebs made a motion that the Committee go into

executive session for reasons of personnel.

The Motion was seconded by Committeeman Butto.

The motion was carried by a unanimous voice vote.



Committeeman Krebs made a motion to re-open the regular session of the meeting at 8:05p.m.

The motion was seconded by Committeeman Butto.

The motion was carried by a unanimous voice vote.

Ordinances:

Resolutions

R2003-96 Transfer Resolution

Committeeman Krebs made a motion to approve the above referenced resolution.

Committee Butto seconded the motion.

The Motion was carried by a unanimous voice vote.



Old Business

Benz Tract

Committeeman Butto opened the meeting to the public for their comments on the proposed improvements to the roads in the Benz tract.

Committeeman Krebs seconded the motion.

The motion was carried by a unanimous voice vote.

Louanne Cular

Ms. Cular advised the Committee that she was acting as spokeswoman for the residents on New Myrtle Drive. After a lengthy presentation, Ms. Cular requested the Committee to inform the residents of New Myrtle Drive as to the progress of the work on their road. Mayor Barbagallo told Ms. Cular we would do the best we can, but often when working on roads the work does not go according to schedule. Ms. Cular also submitted documents to be made part of the minutes. See Attached.



Linda Mortenson-7 Bills Lane

Mrs. Mortenson told the Committee that the residents on Bills Lane take care of their road and do not want the Township to take it over and bring it up to Township standards. They like the road just as it is.



Sharon Yarosz-10 Piney Lane

Mrs. Yarosz spoke to the Committee and said that she a majority of the residents on Piney Lane want to keep the road as it is.

They will maintain it themselves.



Robert Hope-13 New Myrtle Drive

Mr. Hope told the Committee that he has lived in Montague for 26 years and the road was always known as Myrtle Drive and for some reason the "Township" changed it to New Myrtle Drive.



Dominic Iole-2 New Myrtle Drive

Mr. Iole asked the Committee how it would work getting a grant for New Myrtle Drive because it connects to a State Road.

Mayor Barbagallo explained that a road must connect to a County Road on each end.



Richard Gottemoller-32 Hill Road

Mr. Gottemoller bought a lot on the corner of Hill and Ridge Roads. The frontage of the property is actually Hill Road but

543 feet of it are on Ridge Road and that would be part of this assessment. Mr. Gottemoller was told it would be.

Mr. Gottemoller told the Committee he was against the roads be brought up to standard.



John Mortenson-7 Bills Lane

Mr. Mortenson asked why the surface of the road had to be black top. Mayor Barbagallo explained that when the Township takes over a road they bring it up to a standard. If a road is oiled and chipped, it will have to be done every 2 or 3 years. If a road if blacktopped, it will last 10 or 15 years.



Mayor Barbagallo asked if there was anyone else who wished to speak. There were no other comments.



Committeeman Butto made a motion to close this open session of the meeting.

Committeeman Krebs seconded the motion.

The motion was carried by a unanimous voice vote.



Personnel Policy

Committeeman Butto made a motion to accept the revised version of the Personnel Policy.

Committeeman Krebs seconded the motion.

The motion was carried by a unanimous voice vote.



New Business

None



Approval of Vouchers - Payment of Bills:

Committeeman Krebs made a motion to approve payment of all the bills.

Committeeman Butto seconded the motion.

The motion was carried by a unanimous voice vote.

Public Participation

Committeeman Krebs made a motion to open the meeting to public participation.

Committeeman Butto seconded the motion.

The motion was carried by a unanimous voice vote.



Reginald Cole

Mr. Cole asked if the Township had received any information regarding the search on Block 48. Lot 44. Mayor Barbagallo told

Mr. Cole that we had but that he had not reviewed it as yet and it was his understanding that there may litigation involved and therefore he could not say when this information would be made public.



Desmond Finegan

Mr. Finegan wished the Committee and Township personnel

"Season's Greetings."



Mayor Barbagallo asked if anyone else wished to speak. There was no one.



Committeeman Krebs made a motion to close public participation.

Committeeman Butto seconded the motion.

The motion was carried by a unanimous voice vote.
