MONTAGUE TOWNSHIP COMMITTEE REORGANIZATION MEETING
January 4, 2003
Minutes
Municipal Clerk Helen Felter called the session to order at12:10 p.m. and opened the meeting, stating that the meeting was being held in compliance with the Open Meetings Act, P>L> 1975, c. 231, and has been duly advertised.
Present: Committeewoman Kaman, Committeeman Zitone,
Committeeman Barbagallo, Committeeman Krebs,
Committeeman Butto
Denis Murphy, Esq.,Helen Felter, Municipal Clerk
All present were asked to join in the Pledge of Allegiance
Erma Gormley, County Clerk then read the Statement of Determination naming Joseph Zitone and Joseph Barbagallo as elected in the election held on November 5, 2002
Before the start of the meeting, Mrs. Gormley administered the Oath of Office to the newly elected Committeemen Joseph Zitone, and Joseph Barbagallo who were each elected to a three (3) year term.
Clerk Felter asked if anyone on the Committee would like to place a name in nomination for the position of Mayor for the year 2003.
Committeeman Zitone nominated Joseph Barbagallo.
Committeewoman Kaman seconded the motion.
The motion was carried by a roll call vote:
Ayes: Committeewoman Kaman, Committeeman Zitone,
Committeeman Krebs
Nays: Committeeman Butto
Abstain: Committeeman Barbagallo
Erma Gormley, County Clerk then administered the Oath of the Office to Mayor to Joseph Barbagallo.
Clerk Felter then turned the meeting over to the newly sworn Mayor, Joseph Barbagallo.
Mayor Barbagallo asked for nominations for Deputy Mayor.
Mayor Barbagallo nominated Joseph Zitone as Deputy Mayor.
Committeewoman Kaman seconded the motion.
The motion was passed by a unanimous roll call vote:

Committeeman Butto, Committeeman Krebs, Mayor Barbagallo
Nays: None
Mrs. Gormley then swore in Deputy Mayor Joseph Zitone.
The following one year appointments were made:
Township Attorney:
Deputy Mayor Zitone made a motion to appoint Stephen Edelstein, Esq. & Schwartz, Simon, Edelstein, Celso & Kessler
Committeewoman Kaman seconded the motion.
The motion passed by a unanimous roll call:

Special Counsel:
Deputy Mayor Zitone made a motion to appoint David Wallace as Special Counsel.
Committeewoman Kaman seconded the motion.
The motion was carried by a unanimous roll call vote:

Bond Counsel:
Committeeman Butto made a motion to re-appoint John Draikiwicz as Bond Counsel.

Municipal Prosecutor:
Committeeman Krebs made a motion to re-appoint Mark Hontz
as the Municipal Prosecutor.

Committeeman Butto made a motion to appoint Chuck LeDuc as the Township Engineer for Tax Maps.

Dog License Official:
Committeeman Butto made a motion to appoint Helen Felter as the Dog License Official.

Animal Control Officer:
Deputy Mayor Zitone made a motion to appoint Wantage Township as
Animal Control Officer:
The motion was seconded by Committeeman Butto.

Tax Search Officer:
Committeeman Krebs made a motion to appoint Frances Multari the Tax Search Officer.

Deputy Mayor Zitone made a motion to appoint Dorothy Ames as the
Clean Communities and Solid Waste Coordinator.
Committeeman Butto seconded the motion.

Frank Walsh was named as the official of the Municipality, not from the Committee for a one (1) year term.
Class 3 One (1) member of the Government appointed by the Governing Body - 1 year term
Deputy Mayor Joseph Zitone was named as the member of the Government appointed by the Governing Body for a one year term.
Class 4 Five (5) citizens appointed by the Mayor on recommendations from the Committee.

Desmond Finegan
Mr. Finegan thanked the previous Township Committee for all the work they did for the Township and to also advise the present Committee of his desire to re-appointed as the Financial Coordinator for the Senior Citizens.
Richard Clauberg
Mr. Clauberg thanked the Department of Public Works for their excellent work clearing the Township roads during and after the large accumulation of snow and ice we have experienced recently.
Irma Gormley
Thanked the Committee for again inviting her to do the swearing in of our recently elected officials and also the newly appointed Mayor and Deputy Mayor. Mrs. Gormley said she enjoys coming to Montague to perform this service for our community.
William Honeycut
Mr. Honeycut complained to the Committee that he was ready for a fire inspection on December 24th and our inspector did not do the inspection. It was explained to Mr. Honeycut that due to the recent holidays and bad weather, schedules were not adhered to. However, schedules are now back to normal.
Mayor Barbagallo asked if there were any further comments from the public. There were none.
Committeeman Krebs made a motion to close public participation.
Committeewoman Kaman seconded the motion.
The motion was carried by a unanimous voice vote.
