MONTAGUE TOWNSHIP COMMITTEE MEETING
March 25, 2003
Minutes
Mayor Barbagallo called the session to order at 8:03 p.m. and opened the meeting, stating that the meeting was being held in compliance with the Open Meetings Act, P>L> 1975, c. 231, and has been duly advertised.
The Clerk was asked to call the roll.
Present were: Committeewoman Kaman, Deputy Mayor Zitone, Committeeman Butto, Committeeman Krebs,
Mayor Barbagallo
Helen F. Felter, Clerk, Stephen Edelstein, Atty.
Absent: None
All present were asked to join in the Pledge of Allegiance.
Bid Opening:
The three bids received for the re-paving of Red Hill Road were opened by Mayor Barbagallo. They were as follows:
Owl Contracting $102,102.00
Tilcon,Inc. 99,040.50
Intercounty Paving 109,400.00
The Clerk was asked to deliver the bids to the Township Engineer,
Jack O'Krepky for review.
Approval of Minutes: Regular session 3-11-03
Committeewoman Kaman made a motion to approve the above referenced minutes.
Committeeman Butto seconded the motion.
The motion was carried by a unanimous voice vote.

First Reading:
Ord. 2003-09 An Ordinance Regulating The Statutory Authority of United Telephone Company of New Jersey Inc. To Use the various Public Roads, Streets, Highways and Other Public Ways in the Township of Montague For Its Local and Through Lines and Other Communications
Committeewoman Kaman made a motion to adopt Ord. 2003-09 on first reading.
Committeeman Butto seconded the motion.
The motion was carried by a unanimous roll call vote

Deputy Mayor Zitone made a motion to approve Ord. 2003-10.
Committeewoman Kaman seconded the motion.

Committeeman Butto seconded the motion.

Committeeman Butto made a motion to adopt Ord. 2003-12.

Committeewoman Kaman made a motion to adopt all the above mentioned resolutions.
Committeeman Krebs seconded the motion.

Budget Introduction:
Committeeman Butto made a motion to adopt the 2003 Budget on introduction.
Committeeman Krebs seconded the motion.
The motion was carried by a unanimous roll call vote:

Old Business
Point Pleasant Resolution 069-2003
Deputy Mayor Zitone made a motion not to support the above mentioned resolution regarding one proposed type of property tax reform.
Committeeman Krebs seconded the motion.
The motion was carried by a roll call vote:

Committeeman Krebs, Mayor Barbagallo

New Business
Request To Use The Township Meeting Room By The Senior Citizens-Desmond Finegan
Deputy Mayor Zitone made a motion to deny the above request because of scheduling, and the fact that someone would have to be responsible for cleaning the room and being in the Municipal Building to open it up and then close it.
There was no second to the motion.
Committeeman Butto made a motion to give permission to the Seniors to use the meeting room for their next two meetings during business hours and then, if the lower level is completed, they could have their meeting there during the business day.
Committeewoman Kaman seconded the motion.
The motion was carried by a roll call vote:

Blue Ridge Rescue Squad-Donation
Discussion on this matter was tabled until the next regularly scheduled meeting.
Ballots-High Point Country Club
Committeewoman Kaman made a motion not to vote the Township's ballots in the next election in the High Point Country Club.
Deputy Mayor Zitone seconded the motion.
The motion was carried by a roll call vote:

Committeeman Krebs, Mayor Barbagallo
Nays: Committeeman Butto
Licensing of Used Car Lots In Montague
The Committee noted receipt of a memo from Committeewoman Kaman with regard to the licensing of used car lots in
Montague Township.
Court Audit
Discussion on the above subject was tabled until the next regularly scheduled meeting of the Township Committee.
Cell Phones and Accessories Collection
Committeeman Butto asked the Committee if he could have their approval to place a collection box for old cell phones and accessories in the Municipal Building to aid the victims
of domestic abuse. The Committee gave their unanimous approval.
Approval of Vouchers - Payment of Bills:
Committeeman Krebs made a motion to pay all the bills.
Committeeman Butto seconded the motion.
The motion was carried by a unanimous roll call vote:

Committeeman Butto, Committeeman Krebs, Mayor Barbagallo

Public Participation
Committeeman Butto made a motion to open public participation.
Committeeman Krebs seconded the motion.
The motion was carried by a unanimous voice vote.
Reginald Cole
Mr. Cole asked the Committee to consider a 5 per cent salary increase for the employees of the Township. He noted the rise in the cost of living as one reason.
Deborah Osborn
Ms. Osborn advised the Committee of a School Board budget meeting and asked if some of the Committee could attend.
Mayor Barbagallo told Ms. Osborn that several of the Committee planned to be at the meeting.
Mayor Barbagallo asked if any one else wished to speak. There was no one.
Committeeman Butto made a motion to close public participation.
Committeeman Krebs seconded the motion.
The motion was carried by a unanimous voice vote.
