MONTAGUE TOWNSHIP COMMITTEE MEETING

May 13, 2003



Minutes





Mayor Barbagallo called the session to order at 8:05 p.m. and opened the meeting, stating that the meeting was being held in compliance with the Open Meetings Act, P>L> 1975, c. 231, and has been duly advertised.



The Clerk was asked to call the roll.



Present were: Committeewoman Kaman, Deputy Mayor Zitone Committeeman Butto, Committeeman Krebs,

Mayor Barbagallo

Helen F. Felter, Clerk, Denis G. Murphy, Atty.

Absent: None



All present were asked to join in the Pledge of Allegiance.





School Budget:

The Township of Montague School Board convened their meeting in conjunction with the Township of Montague Committee. A very lengthy discussion between Committee members, School Board members, Business Administrator William Bauer and Chief School Administrator Gene Polles ensued. It was mutually agreed that the School Budget would be reduced by $403,120.00. The Township Committee recommended which line items in the budget would be cut and by what amount. The Committee made it clear that none of the reductions should be anything that would affect the education of the children. The Committee felt that the administrative costs were way out of line and that some of the support positions could be eliminated. There appeared to be agreement between both Boards.

First Reading:

Ord. 2003-15 An Ordinance Amending 89-02 Entitled "An Ordinance of the Township of Montague to Regulate Excavations in Streets of the Township of Montague, County of Sussex, State of New Jersey"

Deputy Mayor Zitone made a motion to table the above referenced Ordinance.

Committeeman Krebs seconded the motion.

The motion was approved by a roll call vote:

Ayes: Committeewoman Kaman, Deputy Mayor Zitone,

Committeeman Krebs, Mayor Barbagallo

Nays: Committeeman Butto



First Reading:

Ord. 2003-16 An Ordinance to Amend the Zoning Ordinance, Being Chapter 76 of the Consolidated Land Use Chapters of the Code of the Township of Montague, County of Sussex , State of New Jersey, to Restrict the Number of Bedrooms for Residential Construction on Lots with an Area of Less than 3/4 of an acre.

Deputy Mayor Zitone made a motion to approve the above referenced ordinance.

Committeeman Krebs seconded the motion.

The motion was carried by a roll call vote:

Ayes: Committeewoman Kaman, Deputy Mayor Zitone,

Committeeman Krebs, Mayor Barbagallo

Nays: Committeeman Butto



First Reading:

Ord. 2003-17 Capital Ordinance Appropriating the Sum of $145,000.00 for the Resurfacing of Red Hill Road.

Deputy Mayor Zitone made a motion to adopt Ord. 2003-17

Committeewoman Kaman seconded the motion.



The motion to approve Ord. 2003-17 was approved by a unanimous

roll call vote:

Ayes: Committeewoman Kaman, Deputy Mayor Zitone,

Committeeman Butto, Committeeman Krebs, Mayor Barbagallo

Nays: None



First Reading:

Ord. 2003-18 Capital Ordinance Appropriating the Sum of $91,000.00 for the Resurfacing of Rubin Hill Road

Committeewoman Kaman made a motion to approve Ord. 2003-18.

Deputy Mayor Zitone seconded the motion.

The motion was carried by a unanimous roll call vote:

Ayes: Committeewoman Kaman, Deputy Mayor Zitone,

Committeeman Butto, Committeeman Krebs, Mayor Barbagallo

Nays: None



Resolutions

R2003-53 Authorizing Cancellation Township Certificates

R2003-54 Outside Lien Redemption

R2003-55 Refund of Duplicate Tax Payment - Block 18.42,

Lot 108co305

Committeeman Butto made a motion to adopt the above referenced resolutions.

Committeeman Krebs seconded the motion.

The motion was carried by a unanimous voice vote.



Old Business

Spring Clean-up

It was the decision of the Committee that the Annual Spring Clean-up will be held on the week-end of June 21st, and June 22nd.

Residents will have to come to the Municipal Building to obtain a permit, the first pick-up load will be free, after that it will be $25.00 per pick-up. Car tires will be $3.00 each and truck Tires will be $8.00 each. No tractor or heavy truck tires, #8, will be accepted.



New Business

Volunteer Dinner

The annual Volunteer Dinner is scheduled for June 27, 2003, at the .Lakeview Restaurant in High Point Country Club. Social hour will start 6:00p.m. with dinner starting at 7:00p.m.



Approval of Vouchers - Payment of Bills:

Committeeman Butto made a motion that all bills be paid.

Committeewoman Kaman seconded the motion.

The motion was carried by a unanimous voice vote.

Committeeman Butto made a motion to open the meeting to public participation.

Committeewoman Kaman seconded the motion.

The motion was carried by a unanimous voice vote.



There was no comment from the public



Deputy Mayor Zitone made a motion to close public participation.

Committeeman Butto seconded the motion.

The motion was carried by a unanimous voice vote.
