MONTAGUE TOWNSHIP COMMITTEE MEETING
June 25, 2002
Minutes
Mayor Butto called the session to order at 7:10 p.m. and opened the meeting, stating that the meeting was being held in compliance with the Open Meetings Act, P>L> 1975, c. 231, and has been duly advertised.
The Clerk was asked to call the roll.
Present were: Committeewoman Kaman, Committeeman Zitone,
Committeeman Barbagallo, Committeeman Krebs, Mayor Butto
Clerk Felter, Atty.
Absent: None
All present were asked to join in the Pledge of Allegiance.
Executive Session:
Deputy Mayor Barbagallo made a motion to convene an Executive session.
Committeeman Krebs seconded the motion.
The motion was carried by a unanimous voice vote.
Committeeman Krebs made a motion to reopen the regular session of the regularly scheduled meeting.
Committeewoman Kaman seconded it.l
The motion was carried by a unanimous voice vote.
Approval of Minutes: Regular Session 4-23-02
Committeeman Krebs made a motion to approve the above mentioned minutes.
Committeeman Zitone seconded the motion .
The motion was carried by a unanimous roll call vote:

Deputy Mayor Barbagallo, Committeeman Krebs, Mayor Butto
Nays: None
Committeeman Zitone made a motion to amend the agenda to include a fence ordinance, Appointment of the Tax Assessor, Fees for Spring Clean-up and a newsletter.
Deputy Mayor Barbagallo seconded the motion.
The motion was carried by a unanimous voice vote.
Ordinances:
Ord. 2002-01 An ordinance to Amend Chapter 76 of the Code of the Township of Montague, Entitled "Zoning" for the Purpose of Amending and Supplementing the Revised General Ordinances to Provide Standards for the Construction and Installation of Fences
Committeeman Krebs made a motion to adopt the above referenced ordinance on first reading.
Committeeman Zitone seconded the motion.
The motion was carried by a unanimous roll call vote:

The Committee tabled action on the above matter.
Cell Tower Charges-Michelle LaStatza
The Committee noted receipt of the above referenced matter.
Revolving Funds-Eric Snyder & Assoc.
The Committee noted receipt of the above referenced correspondence.
Newsletter-Maureen Kaman
Committeewoman Kaman acted as spokeswoman for the Economic Development Commission regarding their publishing a newsletter.
A three page letter would cost approximately $350.00 plus .37 cents each for postage. The total cost will be approximately $2,000.00 per quarter. The newsletter will have a Mayor's column and also space for Committee Information. The first issue will contain information about all Township Departments. Committeewoman Kaman said she will have more detailed information by the next meeting.
New Business
Annual Tax Lien Sale
The Committee noted receipt of the above memo.
Soil Erosion:
Deputy Mayor Barbagallo made a motion to authorize the Township Attorney to write a letter to the State of New Jersey informing them of our wish to keep the Soil Erosion authority in this Township. A letter should also be sent to the County terminating the agreement with them stating that we want to keep those duties within the Township.
Committeewoman Kaman seconded the motion.
The motion was passed by a unanimous roll call vote:

Appointment of the Tax Assessor:
Deputy Mayor Barbagallo made a motion to appoint David Poe as the Tax Assessor for a four (4) year term, June 30, 2002 to
July 1, 2006. The same salary will apply.
Committeewoman Kaman seconded the motion.
The motion was passed by a unanimous roll call vote:

Montague Fire Department Monthly Report
The Committee noted receipt of the above mentioned report.
Applications for Membership in the Montague Fire Department
Michael Kooger - John Reznik
Committeeman Krebs made a motion to approve the above named individuals for membership in the Montague Fire Department.
Committeewoman Kaman seconded the motion.
The motion was carried by a unanimous roll call vote:

Approval of Vouchers - Payment of Bills:
Deputy Mayor Barbagallo made a motion to approve the bills for payment.
Committeeman Zitone seconded the motion.

Correspondence:
Port Jervis Pop Warner League
The Committee instructed the Clerk to forward the above referenced correspondence to the Montague Recreation Committee.
Downstairs of the Municipal Building
Committeeman Krebs advised the other members of the Committee that he and Committeeman Zitone had inspected the downstairs in regard to what had to be done to finish it off. However, he stated that he would like to have the list from the fire sub-code official done so that we could get a CO immediately. It was decided to wait and see what estimates we get for the completion of the downstairs first.
Public Participation
Deputy Mayor Barbagallo made a motion to open the meeting to public participation.
The motion was seconded by Committeeman Zitone.
The motion passed by a unanimous voice vote.
Reginald Cole
Mr. Cole spoke to the Committee regarding the records room in the
lower level of the Municipal Building. He said it is in a state of disarray and that the boxes are much too heavy for the Clerk to handle by herself. Mr. Cole offered to help straighten it out.
The Committee accepted his offer and thanked him for his concern.
Desmond Finegan
Mr. Finegan spoke to the Committee concerning the proposed increase in fees on the Montague-Milford bridge. He felt the Committee should look into charging the Bridge Commission a fee in lieu of taxes for the property in Montague that the bridge stands on.
Kevin Maher
Mr. Maher came to the Committee regarding several of the In Personam properties the Township owns. He asked if there was a time schedule for the completion of the legal work on these properties. He was told there was no schedule at this time.
Josephine Yarosz
Mrs. Yarosz complimented Committeeman Krebs on his efforts in getting a "downed" tree cleaned up and removed from the public boat landing
Mayor Butto asked if anyone else wished to speak. There was no one.
Deputy Mayor Barbagallo made a motion to close public participation.
Committeeman Krebs seconded the motion.
The motion was carried by a unanimous voice vote.
