MONTAGUE TOWNSHIP COMMITTEE MEETING
April 27, 2004
Minutes
Mayor Butto called the session to order at 7:00 p.m. and opened the meeting, stating that the meeting was being held in compliance with the Open Meetings Act, P>L> 1975, c. 231, and has been duly advertised.
Committeeman Krebs made a motion to go into executive session for matters of personnel.
Deputy Mayor Barbagallo seconded the motion.
The motion was carried by a unanimous voice vote.
Deputy Mayor Barbagallo made a motion to reconvene the regular session of the meeting at 8:15 p.m.
Committeeman Soracco seconded the motion.
The motion was carried by a unanimous voice vote.
The Clerk was asked to call the roll.

Absent: None
All present were asked to join in the Pledge of Allegiance.
Approval of Minutes: Executive Session 4-13-04
Committeeman Soracco made a motion to approve the executive session minutes of 4-13-04.
Committeeman Krebs seconded the motion.
The motion was carried by a unanimous voice vote.

Resolutions
R2004-33 Small Cities Citizen Participation Plan
Committeeman Zitone made a motion to approve R2004-33.
Committeeman Krebs seconded the motion.
The motion was carried by a unanimous roll call vote:

Municipal Storm water Applications-Jack E. O'Krepy
The Committee noted receipt of the above referenced communication.
New Business
1979 Ford/8000/Salisbury Rescue Truck
Committeeman Zitone made a motion to accept the offer to purchase the above referenced rescue truck for the amount of $1.00.
Deputy Mayor Barbagallo seconded the motion.
The motion was carried by a unanimous roll call vote:

Spring Clean-up
Committeeman Zitone made a motion to hold the annual Spring
Clean-up the week-end of June 5th and 6th and to have the same guidelines that were in effect for the clean-up of 2003. Denis Murphy, Attorney for the Township, will draw up the bid packages.
Committeeman Soracco seconded the motion.
The motion was carried by a unanimous voice vote.
Volunteer Dinner
After a short discussion, the Committee decided to have the dinner Friday, June 11, 2004. Clerk Felter was asked to make all the necessary arrangements.
Approval of Vouchers - Payment of Bills:
Committeeman Zitone made a motion to pay all the vouchers.
Committeeman Soracco seconded the motion.
The motion was carried by a unanimous voice vote.
Reports:
Montague Township Board of Health Report for March/April
County Board of Health Report (copy available for review)
The Committee noted receipt of the above referenced reports.
Correspondence:
The Committee discussed at length the proposed rate increase by the water and Sewer company, Utilities, Inc. They felt flyers should be made available with the place, time, and date of the public hearing so that people are able to make arrangements to attend. They asked the Clerk to be sure and send flyers to the High Point Country Club as that is the area most affected.
Deputy Mayor Barbagallo made a motion to approve Utilities, Inc.'s request to use the meeting room in the Municipal Building for their public hearing.
Committeeman Krebs seconded the motion.
The motion was carried by a unanimous voice vote.
Public Participation
Committeeman Zitone made a motion to open the meeting to public participation.
Committeeman Krebs seconded the motion.
The motion was carried by a unanimous voice vote.
Desmond Finegan
Mr. Finegan advised the Committee that Cablevision was planning to close their office in Montague. He went on to say there is a senior citizen who works in that office and as Senior Citizen Advocate, he would like to know if, according to their franchise,
they are obligated to maintain an office in Montague. Mr. Finegan also asked if there will be senior citizen pick-up again this year during spring clean-up. The Committee advised Mr. Finegan there will be senior pick-up and they will look into the closing of the Montague Cable office.
Evelyn Mills
Mrs. Mills advised the Committee that she felt there was no way to stop the raise in the water and sewer rates. She went on to say that the cable company has a lot of channels that people do not watch and have to pay for anyway. How can this be stopped?
Mayor Butto answered that these channels were part of the package. Mrs. Mills said that they add these channels to the package and charge more when most of the people do not want them. How do you stop it? Mayor Butto said he didn't know.
Deputy Mayor Barbagallo suggested getting a satellite.
Mayor Butto asked if anyone else wished to speak.
There was no one.
Committeeman Zitone made a motion to close public participation.
Committeeman Soracco seconded the motion.
The motion was carried by a unanimous voice vote.
