Mayor Barbagallo called the session to order at 8:00 p.m.and opened the meeting. stating that the meeting was being held in compliance with the Open Meeting Act, P>L> 1975, c. 231 and has been duly advertised.
The Clerk was asked to call the roll.
Present were: Deputy Mayor Soracco, Committeeman Campana, Committeeman Lashendock, Committeeman Krebs, Mayor Barbagallo

All present were asked to join in the Pledge of Allegiance
APPROVAL OF MINUTES: Regular minutes September 13, 2005
Presentation by High Point Holdings Inc. Nick Rotundo, Brian Chewkowski attny.
Proposed development for High Point Country Club. Mayor Barbagallo told the presenters and the audience that the proposal was a Land Use Board item but they make a presentation at their request. The presentation was made based upon a previous preliminary presentation to the Land Use Board earlier this year, with revisions. The proposal consisted of a combination of Town Houses, Age restricted homes, Condominiums, and single family homes totally 812 new units.
They requested the Mayor and Committee refer them to the Land Use Board for their review and recommendation.

Ord 2005-21 RESTATE BOND ORDINANCE 2004-08 PROVIDING AN APPROPRIATION
$192,000 ACQUISITION OF A FIRE TRUCK AND BACK HOE FOR THE TOWNSHIP AND AUTHORIZING THE ISSUANCE OF $182,400 FOR BONDS OR NOTES FOR FINANCING PART OF THE APPROPRIATION
Ord 2005-22 SPENDING ORDINANCE FOR PRELIMINARY EXPENSES FOR NEW MYRTLE DR
The above referenced ordinances were read for the first time.
Mayor Barbagallo made a motion to adopt the referenced ordinances
Committeeman Krebs seconded the motion.
Motion was carried by a unanimous voice vote.

Ord 2005-19 AMENDING SALARY ORDINANCE TO REVISE THE AMOUNT OF REIMBURSEMENT TO TOWNSHIP EMPLOYEES FOR MILEAGE
Deputy Mayor Soracco made a motion to adopt the above referenced resolution.
Committeeman Krebs seconded the motion.
Motion was carried by a unanimous roll call vote.

Deputy Mayor Soracco made a motion to adopt the above referenced ordinance.
Committeeman Krebs seconded the motion.
Motion was carried by unanimous roll call vote.

R 2005-84 APPOINTMENT OF SUB-CODE OFFICIAL
Committeeman Lashendock made a motion to amend the resolution to extend the appointment another 3 months
Committeeman Krebs seconded the motion
Motion was carried by unanimous roll call vote.
R 2005-85 APPOINTMENT OF CONSTRUCTION/BUILDING INSPECTOR
Mayor Barbagallo made a motion to amend the above referenced resolution to extend the appointment another 3 months.
Committeeman Lashendock seconded the motion.
The motion was carried by a unanimous roll call vote.
Motion was made by Committeeman Krebs to amend the agenda and add
R2005-86 Request Approval of the Division of Gov't Services for Dedicated Trust For Recreation Committee.
Committeeman Lashendock seconded the motion.
Motion was carried by unanimous roll call vote.
Committeeman Krebs made a motion to adopt the above referenced resolution.

OLD BUSINESS
SIGN- Committeeman Krebs made a motion to go ahead with the design for the Township sign, which is altering the current sign to accommodate more information regarding events.
Committeeman Soracco second the motion.
The motion was carried by a roll call vote.

Committeeman Krebs made a motion to table the discussion pending further investigation.

NEW BUSINESS
HIGH POINT HOLDINGS INC - Development presentation of HPCC
Montague School PTA TRICKY TRAY OCT. 21, 2005
Committeeman Lashendock made a motion to approve the tricky tray.
Committeeman Krebs seconded the motion.
Motion was carried by a unanimous voice vote.

Deputy Mayor Soracco made a motion to open public session.

Reginald Cole stood to speak: He voiced concerns regarding impact fees before new development in HPCC and water tank issues and the new homes proposed and the need for Land Use Board Attorney to research the above.
Linda Fore of Clove Rd. addressed the Committee regarding the many accidents on Clove Rd and many of which occur in front of their home and damage their property.
Mayor Barbagallo responded that it is a county road, the county is where she should proceed however we could contact the township engineer with regard to a sign being put in place
Montague resident Wes Roman would like an ordinance prohibiting Commercial construction noise during off hours.
Ed Eiboldt inquired where are the traffic lights that were going to be installed on route 23.
Mayor Barbagallo responded that he was recently informed that it is still being worked out with New York Sate and New Jersey State DOT.
Mr Eiboldt also commented on safety issues.
Blood Drive on Friday evening at the Montague School.
Mr Finegan commented that the problem regarding the Clove Rd's dangerous condition has been brought before the county for the past 15-20 years.
Resident of Durol Drive drainage problem is impeding his driveway and the Postal Service will not deliver his mail.
Rhodi Teufert responded to Ed Eiboldt's comments regarding certain safety issues.
Mayor Barbagallo congratulated and thanked the Recreation Committee for their hard work and efforts for Montague Day.
Committeeman Lashendock made a motion to close public session and go into executive session where no action was taken.
Committeeman Krebs seconded the motion.
Motion was carried by unanimous voice vote.
