MONTAGUE TOWNSHIP COMMITTEE MEETING
October 25, 2005
MINUTES
Mayor Barbagallo called the session to order at 8:00 and opened the meeting, stating that the meeting was being held in compliance with the Opening Meeting Act, P>L>1975c.231 and has been duly advertised.
The Clerk was asked to call the roll.
Present were: Deputy Mayor Soracco, Committeeman Campana, Committeeman Lashendock,
Committeeman Krebs, Mayor Barbagallo

Approval of Minutes: September 27, 2005 Executive Session Minutes
Committeeman Krebs made a motion to accept minutes.
Committeeman Lashendock seconded the motion.
The motion was carried by unanimous voice vote.
Resolutions:
R2005-87 OUTSIDE LIEN REDEMPTIONS
Committeeman Lashendock made a motion to adopt the above mentioned resolution.
Committeeman Krebs seconded the motion.
Motion was carried by a unanimous voice vote.
Deputy Mayor Soracco made a motion to amend the agenda to add
R2005-88 RESOLUTION AUTHORIZING SETTLEMENT OF LITIGATION INVOLVING MARK KREBS
Committeeman Lashendock seconded the motion.
Motion was carried by unanimous voice vote
Deputy Mayor Soracco made a motion to adopt the above referenced resolution
Committeeman Lashendock seconded the motion.
Motion was carried by a roll call vote.

ORDINANCES: 1st Reading
Ordinances 05-21 BOND ORDINANCE RESTATING BOND ORDINANCE 2004-08
PROVIDING AN APPROPRIATION OF $192,000 FOR FIRE TRUCK AND BACK HOE FOR THE TOWNSHIP AND AUTHORIZING THE ISSUANCE OF THE $182,400 FOR THE BONDS OR NOTES
Committeeman Krebs made a motion to adopt the above referenced ordinance
Committeeman Lashendock seconded the motion.
Motion was carried by unanimous voice vote.
ORDINANCES: 2ND Reading
Ordinances 05-22 AN ORDINANCE AUTHORIZING THE APPROPRIATION OF THE EXPENDITURES OF FUNDS FOR ENGINEERING COSTS OF NEW MYRTLE DRIVE
Deputy Mayor Soracco made a motion to adopt the above referenced ordinance .
Committeeman Lashendock second the motion.
Motion was carried by unanimous roll call vote.
Mayor Barbagallo made a motion to open to the public for comment
Deputy Mayor Soracco seconded the motion.
Motion was carried by a unanimous voice vote.

Deputy Mayor Soracco made a motion to close to the public
Committeeman Krebs seconded the motion.
Motion was carried by unanimous voice vote.
Old Business:
Sign - Discussion regarding who will be responsible for making any changes to the sign lettering especially during the winter months. Deputy Mayor Soracco volunteered to maintain the sign.
911 Dispatch Contract- Which is a three year contract with a 90 day period which you can opt out of but the 90 days expired.
Committeeman Krebs seconded the motion to ask Newton Dispatch if we may have a one-year contract with them.
Committeeman Lashendock seconded the motion.
The motion was carried by unanimous roll call vote.
New Business:
Auction date for DPW equipment: December 13, 2005 date was chosen and the BIDS will be sealed and received by 3p.m. and opened at the regular meeting on that day at 8:00 p.m.
NJ State Fireman's Association Membership Applications.

Correspondence: Tri-State of Chamber of Commerce- Holiday Parade Dec 4,2005 in the City of Port Jervis, NJ and Matamoras, Pa, Montague residents are welcome to participate in Parade. 1:00pm. Line-up time on Canal Street. Start time is 2:00pm. No Vehicles to enter Canal Street.
Vouchers: Payment of Township Bills
Committeeman Krebs made a motion to approve the vouchers
Committeeman Lashendock seconded the motion.

Public Participation
Committeeman Lashendock made a motion to open to the public,
Committeeman Krebs seconded the motion.
Motion was carried by unanimous voice vote.
Montague Resident and Library Volunteer requested the Township pay her for her time so that she may continue to work in Library because she no longer will receive disability from the State of New Jersey. She has worked full time in the Library as a volunteer since March and would like very much to continue.
Mayor Barbagallo responded by thanking her for countless hours in putting the Library together and the Township Committee would discuss the situation during an Executive Session.
Desmond Finegan, Monatgaue resident told the Committee that there is program sponsored by State of New Jersey called, " Green Thumb" and that they may be able to help.
Rhodi Teufert thanked Wendy Ross on behalf of the Recreation Committee for all that she has done. They would look forward to expanding the Library and would help Deputy Mayor Soracco to maintain the sign which will help advertise the Library.
Reginald Cole asked if there was an amount agreed upon by the Land Use Board regarding Impact Fees. Mayor Barabagallo responded that they have not come up with a figure.
Mark Sternfeld has a drainage easement that the Township Committee is aware of and would like the Township to fix the drainage problem. Mayor Barbagallo responded that he would have some out to look at it in the tomorrow.

Committeeman Lashendock seconded the motion.
The Motion was carried by unanimous voice vote.
