June 14, 2005



Minutes





Mayor Barbagallo called the session to order at 8:32 p.m. and opened the meeting, stating that the meeting was being held in compliance with the Open Meetings Act, P>L> 1975, c. 231, and has been duly advertised.



The Clerk was asked to call the roll.



Present were: Mayor Barbagallo Deputy Mayor Soracco, Committeeman Lashendock, Committeeman Krebs, Committeeman Campana

Atty. Murphy, Clerk Francisco



Absent: None





All present were asked to join in the Pledge of Allegiance.

Committeeman Soracco made a motion to appoint William Campana to fill the vacancy on the committee.

Committeeman Lashendock seconded the motion.

The motion was carried by a unanimous roll call vote.





Resolutions

R2005-42 Recycling Tonnage Grant Application

Committeeman Krebs made a motion to adopt R2005-42.

Committeeman Lashendock seconded the motion.

The motion was carried by a unanimous voice vote.



R2005-45 Approval of Liquor License Renewals

Committeeman Lashendock made a motion to adopt R2005-45

Committeeman Krebs seconded the motion.

The motion was carried by unanimous voice vote.



R2005-46 Approval of Liquor License Transfer

Committeeman Lashendock made a motion to adopt R2005-46

Committeeman Krebs seconded the motion.

The motion was carried by a unanimous voice vote.



R2005-47 Approval of Liquor License Transfer

Committeeman Lashendock made a motion to adopt R2005-47

Committeeman Soracco seconded the motion.

The motion was carried by unanimous voice vote.



R2005-48 Refund of Duplicate Tax Payment

Committeeman Lashendock made a motion to adopt R2005-48

Committeeman Soracco seconded the motion

The motion was carried by unanimous voice vote



R2005-49 Refund of Duplicate Tax Payment

Committeeman Krebs made a motion to adopt R2005-49

Committeeman Soracco seconded the motion.

The Motion was carried by a unanimous voice vote.



R2005-50 Outside lien Redemption

Committeeman Soracco made a motion to adopt R2005-50

Committeeman Krebs seconded the motion.

The motion was carried by a unanimous voice vote



R2005-51 Appointment of Diana Francisco as Small Cities Program

Director

Committeeman Soracco made a motion to adopt R2005-51

Committeeman Krebs seconded the motion

The motion was carried by a unanimous voice vote.



Recreation:

Recreation committee update: Charles Teufert spoke on behalf of the recreation committee regarding Logo, plans for an event calendar and requested the town send a letter to certain Community members regarding any upcoming events. Also requested a separate account for fund raising escrow account.

Which Mayor Barbagallo instructed to work out with finance department.



Old Business:

-Background checks for volunteers for recreation-Attorney supplied sample ordinances and Administrative Code.

-Salary increase

Committeeman Krebs made a motion to give salary increase to DPW Manager David Berman of $2.20 per hour.

-Impact Fees for Developers: Mayor requested the clerk to address a letter to Land Use Board for feasibility.

-Award of Birch Tree contract to Tilcon based on the Township Engineer's Summary and approval.

Committeeman Soracco made a motion to award contract to Tilcon.

Committeeman Krebs seconded the motion.

The motion was carried by unanimous voice vote.

-Small Cities Grant Manager-

Committeeman Soracco made a motion to maintain Patricia Fisher of North Jersey Housing and Planning as Small Cities Grant Manager.

Committeeman Krebs seconded the motion.

The motion was carried by unanimous voice vote.

New Business:

-Rock view Golf Course- Clerk was asked to address a letter to Robert Littel for help in use of golf course and field for recreation.

-Spring Cleanup for 2006- Discussion regarding the bagging of certain items for cleanup request by the DPW. Also, only residents of Montague with proof of disability will have pick up service during Spring Cleanup 2006 and Cleanup to conclude on Sunday at 1PM instead of 4PM.



Reports: Monthly

Committeeman Krebs made a motion to accept Monthly reports.

Committeeman Lashendock seconded the motion.

The motion was carried by unanimous vote.



Approval of Vouchers - Payment of Bills:

Committeeman Krebs made a motion pay Township Bills

Committeeman Soracco seconded the motion.

The motion was carried by unanimous voice vote.

William Campana sworn in by Mayor Barbagallo to fill vacancy on the committee.

Committeeman Lashendock made a motion to open public participation session of the meeting.

Committeeman Krebs seconded the motion.

Public participation opened at 9:01pm

Public Participation

Question regarding the use of the ball fields by a citizen.

Mayor Barbagallo stated the recreation committee is responsible for the use of the fields and scheduling teams.

Resident Tammy Biggs voiced her concerns regarding the girls softball teams and that they don't have an assistant coach and was told by coach that they didn't need an assistant and who should she go to regarding her concerns.

Reggie Cole voiced concerns about the state bringing bear into local state park. Also voiced his concerns regarding a proposed

treatment plant. Mayor Barbagallo responded that we do not have a proposed water or sewer treatment facility planned.



Mayor Barbagallo made a motion to close public participation session.

Committeeman Krebs seconded the motion.

Motion was carried by unanimous voice vote.
