MONTAGUE TOWNSHIP COMMITTEE MEETING

July 26, 2005

Minutes



Mayor Barbagallo called the meeting to order at 8:25pm and opened the meeting, stating that meeting was being held in compliance with the Open Meetings Act, P>L> 1975, c. 231, and has been duly advertised.



The Clerk was asked to call the roll.



Present were: Deputy Mayor Soracco, Committeeman Lashendock, Committeeman Krebs, Mayor Barbagallo, Attorney Murphy, Clerk Francisco



Absent: William Campana

Executive Session :

Deputy Mayor Soracco made a motion to have Committee go into executive session.

Committeeman Krebs seconded the motion.

The motion was carried by unanimous voice vote.



Committeeman Lashendock made a motion to close executive session .

Deputy Mayor Soracco seconded the motion.

The motion was carried by unanimous voice vote.

All present were asked to join in the Pledge Of Allegiance.



Approval of Minutes: Regular Sessions June 28, 2005 and March 22, 2005

Committeeman Lashendock made a motion to approve the above referenced minutes.

Committeeman Krebs seconded the motion.

Motion was carried by unanimous voice vote.



Ordinances:

First Reading

Ord . 2005-13 Spending Ordinance for Birch Tree

Deputy Mayor Soracco made a motion to approve first reading of above referenced ordinance.

Committeeman Krebs seconded the motion.

Motion was carried by unanimous voice vote.



Ord. 2005-14 Spending Ordinance for Fire Truck Tanker

Deputy Mayor Soracco made a motion to approve first reading of above referenced ordinance.

Committeeman Krebs seconded the motion.

Motion was carried by unanimous voice vote.



Ord. 2005-15 Capital Improvements for Repair and Resurfacing of Roads.

Deputy Mayor Soracco made a motion to approve first reading of above referenced ordinance.

Motion was carried by unanimous voice vote.



Resolutions:

R2005-56 Extend Grace Period For Payment Of August 2005 Tax

R2005-57 Outside Lien Redemption

R2005-58 Refund Of Taxes.

R2005-59 Authorization To Cancel Township Certificates

Committeeman Lashendock made a motion Adopt the above referenced Resolutions.

Committeeman Krebs seconded the motion.

Motion was carried by unanimous voice vote.



R2005 -60 Appointment of Construction and Building Inspector

Deputy Mayor Soracco made a motion to adopt above referenced resolution with changes to 60 day period.

Committeeman Krebs seconded the motion.

Motion was carried by unanimous voice vote.



R2005-61 Appointment of Temporary Sub-code Official

Committeman Krebs made a motion to Adopt the above referenced Resolution with changes to 60 day period.

Committeeman Lashendock seconded the motion.

Motion was carried by unanimous voice vote.

R2005-62 Termination of State Health Care Benefits

Committeeman Soracco made a motion to adopt the above referenced Resolution with change to 2nd page (F) Reason for termination of the State Program: to state the Desire of Mayor and Council .

Committeeman Lashendock seconded the motion.

Motion was carried by roll call vote:

Nays: Committeeman Krebs

Absent: Committeeman Campana



R2005-63 Temporary Use of Mobile Home

Committeeman Krebs made a motion to adopt above referenced resolution.

Committeeman Lashendock seconded the motion.

Motion was carried by unanimous voice vote.





New Business:

Township Takeover of Black Bear Dr

Committeeman Lashendock made a motion not to take over Black Bear Dr at this time.

Committeeman Soracco seconded the motion.

Motion was carried by unanimous voice vote.



Blue Light Application

Volunteer Fire Dept Application

Committeeman Lashendock made a motion to approve permit for Blue Light Application and Volunteer Fire Dept application.

Committeeman Krebs seconded the motion.

Motion was carried by unanimous voice vote.



Samaritin Inn Inc. Raffle Application

Committeeman Krebs made a motion to approve application for Raffle

Committeeman Lashendock seconded the motion.

Motion was carried by unanimous voice vote.





Approval of Vouchers: Payment of vouchers

Committeeman Krebs made a motion to approve payment of Township bills.

Deputy Mayor Soracco seconded the motion

Motion was carried by a unanimous voice vote.

The Committee acknowledged the above mentioned monthly reports.





Correspondence

MARCH

Letter from March acknowledged.



Public Participation

Verbal report from Rhodi Teufert of the Recreation Committee regarding prior months activities. Which included, The Library opening , Miss Montague Jennifer Kirk, The cancellation of the Luau, Senior Citizen picnic, Basketball clinic, Montague Day , Wine Tour and other activities coming up in the Fall and Winter.

They requested a sign for Recreation. Mayor Barbagallo suggested sign from Sam's Club.

The Committee responded that it would have to further looked into regarding cost.

They requested News letter to residents of the town. The Mayor suggested to see if vendors/business owners would offset cost of mailing.

Committeeman Soracco made a motion to allow Rec Committee to do mailing of first newsletter.

Committeeman Krebs seconded the motion.

The motion was carried by unanimous roll call vote.



Attorney Murphy gave the Rec Committee a sample of a Back Ground Check Ordinance for them to look at for next meeting.

Committeeman Krebs commented of a banquet he attended in Milford the previous night, the cleaning up of certain homes along the river area and that the construction on Interstate 84 should take another week or so. Also has preliminary plans for route 23 traffic lights (Shop-rite/84)

Reginald Cole commented was present at last Land Use Board meeting on impact fees going to builders, not the township and voiced that the impact fees were not intended for builders but for the benefit of the town. Mayor Barbagallo agreed and replied that both the Land Use Board and the Township Committee were in the process of researching Impact fees and that they would be further discussed at the next Land Use Board meeting.



Diane Brauchle asked Mayor Barbagallo if he knew of any entertainers for the Jazz Day at the

Winery on Sept 17, 2005, he responded that he did know of someone who may be interested.



No further comments from the audience.

Committeeman Soracco made a motion to close public participation.

Committeeman Lashendock seconded the motion.

Motion was carried by unanimous voice vote.

Motion was carried by unanimous voice vote.
